Objectives

The primary objective of this tender is to procure technical advisory services to support the Government Technical Advisory Centre (GTAC) for the Intergovernmental Relations (IGR) Division. The focus is on assisting in the implementation of the Municipal Finance Improvement Programme (MFIP) Phase IIIx, specifically providing specialist support in municipal financial recovery and financial management. The services aim to enhance municipal financial governance, develop recovery plans, monitor their implementation, and improve overall financial management and service delivery in municipalities.

Scope

The scope of work includes:

• Providing technical advice and support to implement Chapter 13 of the Municipal Finance Management Act (MFMA).
• Preparation and monitoring of municipal financial recovery plans (FRPs).
• Assisting municipalities in identifying causes of financial problems and potential solutions.
• Collecting information on municipal financial management and governance issues, and sharing best practices.
• Supporting the development of methodologies, tools, and systems to strengthen financial management in municipalities.
• Engaging with stakeholders including provincial departments, municipal creditors, employee organizations, and municipal leadership.
• Providing specialist support in financial recovery, financial reporting, and performance improvement initiatives.
• Attending meetings at national, provincial, and local levels as required.

Technical Requirements

The technical requirements for bidders include:

• Demonstrated experience in municipal financial management, recovery planning, and implementation of financial reforms.
• Qualifications aligned with relevant standards (e.g., SAQA accreditation, relevant degrees).
• Proven ability to develop, implement, and monitor financial recovery plans.
• Hands-on experience in financial modelling, tariff setting, costing, and financial reporting.
• Capacity to conceptualize and lead change initiatives within municipal financial systems.
• Ability to transfer skills and provide advisory services effectively.
• Compliance with the specified evaluation criteria, including qualifications, expertise, and experience.
• Provision of tools, equipment, and connectivity required for service delivery.
