Objectives

The primary objective of this tender is to appoint a qualified service provider to acquire office space for the C-BRTA Head Office through the purchase of an existing building that meets specified technical and infrastructural requirements.

Scope

The scope encompasses the identification, evaluation, and acquisition of suitable office premises within the Pretoria area, specifically in or around Centurion and Menlyn. The selected building must adhere to specified size, location, safety, environmental, and infrastructural standards, and include comprehensive documentation such as valuation reports, building condition assessments, and statutory compliance certificates.

Technical Requirements

• Building must be located in a prominent, accessible area with proximity to major freeways (e.g., N1 or R21), public transportation, amenities such as shopping centers and banks.
• Minimum gross lettable area (GLA) of 6,000 sqm, maximum 10,000 sqm, measured according to SAPOA standards.
• Building must have an Energy Performance Certificate (EPC) with a minimum rating of A, B, C, or D, and preferably Green Star SA certification.
• Location should be in a flood-prone area-free zone with safe access points and adequate parking (at least 4 bays per 100 sqm), including accessible parking for persons with disabilities.
• Facilities must include at least one passenger lift with a payload of 2000 kg, accessible to wheelchair users, and compliant with disability access standards.
• Building infrastructure should support future installation of solar power systems and be connected to existing fiber optic networks.
• Building must be structurally sound, with assessments confirming condition, safety, and compliance with municipal and statutory requirements.
• Documentation required includes building classification, condition reports, liens, legal disputes, occupancy, zoning, and compliance certificates.

Skills Requirements

• Proven experience in property valuation, building assessment, and legal due diligence.
• Technical expertise in structural engineering, building condition assessments, and environmental compliance.
• Knowledge of South African property laws, municipal regulations, and statutory requirements.
• Ability to prepare comprehensive reports, including valuation, condition, and legal status documentation.
• Capacity to coordinate with property owners, legal professionals, and municipal authorities.
• Experience in negotiating property transactions and managing transfer processes.
• Competence in environmental and sustainability standards, including EPC and Green Building certifications.
