Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to conduct a pseudo-work study and organisational needs analysis for the National Agricultural Marketing Council (NAMC). The goal is to analyze the current organisational structure, identify critical roles aligned with the organisation’s strategic objectives, and recommend an optimal organisational structure and staffing requirements to enhance efficiency, effectiveness, and cost optimisation.

Scope

The scope of work includes:

• Analyzing NAMC’s key capability requirements linked to its strategic objectives.
• Reviewing current functions and activities across all divisions.
• Identifying inefficiencies and categorizing work into relevant groups.
• Defining and identifying roles within the organisation.
• Comparing the current workforce against future requirements.
• Proposing recommendations for organisational restructuring and staffing.
• Providing deliverables such as inception reports, current state analysis, functional and workload analysis, draft organisational structure, and a final comprehensive report with presentations.

Technical Requirements

The service provider must:

• Conduct a strategic workforce and functional analysis.
• Identify critical roles and key capability requirements.
• Review organisational functions and identify inefficiencies.
• Categorize work and define roles accordingly.
• Compare current and future workforce needs.
• Develop and deliver key reports including inception, current state, functional analysis, and organisational structure.
• Present findings to NAMC’s Executive Committee, HR & Remuneration Committee, and Council as required.

Skills Requirements

The bidder must demonstrate:

• Proven experience in conducting organisational analysis and work studies, preferably within the public sector.
• Capability to perform strategic workforce planning and organisational design.
• Ability to analyze functions, identify inefficiencies, and recommend restructuring options.
• Experience in preparing detailed reports and delivering presentations to senior management and council members.
• Competence in stakeholder engagement and change management related to organisational restructuring.
• Provision of CVs of key personnel involved, highlighting relevant expertise and experience.
• Submission of reference letters from previous clients demonstrating successful completion of similar projects.
