Objectives

The primary objectives of the tender are to review and develop the Waterberg District Municipality's Integrated Transport Plan (ITP) for a five-year period, ensuring alignment with national policies, improving accessibility, reducing congestion, promoting sustainable and affordable transport, enhancing safety and customer service, and supporting land-use planning. The review aims to produce a comprehensive, updated transport strategy that includes an electronic transport register, infrastructure planning, and stakeholder engagement.

Scope

The scope encompasses:

• Preparation of a detailed draft and final ITP, including an executive summary, introduction, transport vision and objectives, transport register, spatial development framework, needs assessment, public transport plan, infrastructure strategy, travel demand management, freight and other transport strategies, stakeholder consultation, funding strategy, and implementation programmes.
• Alignment with national legislation such as the National Land Transport Act and relevant provincial and local frameworks.
• Development of an electronic transport register database for annual updates and recommendations on geocoding systems.
• Stakeholder engagement, public participation, and coordination with various government departments and transport operators.
• Provision of training, progress reports, and a project close-up report.
• Implementation over a 12-month period, with phased deliverables and regular reporting.

Technical Requirements

The technical requirements include:

• Comprehensive data collection covering demographic, socio-economic, transport system, traffic, freight, and financial information.
• Alignment of the transport plan with the municipality’s Spatial Development Framework (SDF) and land use strategies.
• Formulation of a transport vision and measurable objectives based on national policies.
• Preparation of a detailed transport register and spatial development framework.
• Assessment of transport needs, problems, and future demand.
• Development of a public transport plan, infrastructure strategy, and travel demand management measures.
• Formulation of freight and other transport-related strategies, including safety, security, and accessibility.
• Stakeholder consultation and public participation processes.
• Preparation of a funding strategy, project prioritization, and detailed budgets for five years.
• Development of an electronic transport register database for ongoing updates.

Skills Requirements

The project team must collectively possess:

• Expertise in transport planning, civil engineering, town and regional planning, and transport economics.
• Environmental management knowledge.
• Public relations and stakeholder engagement skills.
• Information technology and GIS specialization.
• Proven experience in developing integrated transport plans, data collection, and spatial development frameworks.
• Qualified and experienced project leaders and team members with relevant CVs to be submitted.
