Objectives

The primary objective of this tender is to establish a panel of qualified service providers for the supply and delivery of personal protective and safety equipment (PPE) to the Department of Roads and Transport over a period of three years. The aim is to streamline procurement processes, ensure timely delivery of high-quality PPE that meets safety standards, and support the Department’s operational needs across all regions.

Scope

The scope encompasses the supply, delivery, and associated services related to certified PPE, including head, eye, face, hearing, respiratory, hand, body, foot, and fall protection gear, among other safety items. The supplier shall provide new, compliant equipment with proper labeling, certifications, and documentation, ensuring adherence to local and international safety standards. The scope also includes replacement of defective items, proper packaging, and timely delivery as per specifications during the RFQ process.

The framework involves establishing a panel of service providers to supply PPE on an as-and-when required basis across five regions, supporting the Department’s procurement needs efficiently and transparently.

Technical Requirements

• Supply of PPE that complies with relevant occupational health and safety regulations and standards.
• Equipment must be new, high-quality, properly labeled, and accompanied by certifications.
• Items must meet safety classifications, filter efficiencies, packaging integrity, and expiry controls.
• Proper labeling with manufacturer’s name, trademark, and size for traceability.
• Delivery must be timely, with proper packaging to prevent damage during transit.
• Replacement of defective or non-compliant items promptly.
• Provision of related documentation, certifications, and manuals as required.

Skills and Competency Requirements

• Proven experience in the supply and delivery of PPE and safety equipment.
• Demonstrated ability to meet safety standards and certifications relevant to PPE.
• Capability to provide detailed proposals on labelling, packaging, and project delivery.
• Financial stability evidenced by bank ratings and capacity to handle projects exceeding R2,000,000.
• Compliance with legal and regulatory requirements, including tax compliance and registration on the Central Supplier Database (CSD).
• Ability to respond to RFQ and project-specific tenders on a timely basis, with capacity for rapid deployment.
• Experience in managing multiple contracts and providing related services such as training, installation supervision, and maintenance support.
• Adherence to ethical standards, transparency, and anti-corruption practices as outlined in the integrity pact.
