Objectives

The primary objective of this tender is to appoint a banking service provider to deliver comprehensive banking services to Vhembe District Municipality (VDM) for a period of five years. The provider should demonstrate the ability to offer efficient, compliant, and cost-effective banking solutions that support the municipality's financial operations, including electronic payments, cash management, and related financial activities.

Scope

The scope of work includes:

• Provision of a primary bank account for all municipal revenue, investments, dividends, and other monies.
• Handling of all electronic payments, including salaries, grants, and supplier payments.
• Cash collection and transit solutions at main and satellite offices.
• Provision of banking officers or client managers for account management and queries.
• Implementation of electronic transfer services, cash transit, and staff training.
• Provision for operational costs, fees, and related banking services over the five-year period.
• Compliance with relevant legislation, including MFMA and SCM regulations.

Technical Requirements

The technical requirements include:

• Provision of a primary bank account capable of handling all municipal revenue and income.
• Electronic transfer capabilities for salaries, grants, and payments.
• Cash collection and transit solutions for main and satellite offices.
• Provision of dedicated banking officers or client managers.
• Implementation of secure and reliable electronic payment systems.
• Provision for staff training and ongoing support during implementation.
• Regular meetings with the CFO and adherence to service level agreements.
• Provision for escalation in fees and operational costs.

Skills Requirements

Applicants must demonstrate:

• Proven experience in providing banking services to municipalities or similar entities.
• Technical expertise in electronic payment systems, cash management, and banking operations.
• In-depth knowledge of South African banking legislation and compliance standards.
• Capacity to provide dedicated banking officers or client managers familiar with municipal needs.
• Ability to deliver training and support staff during the implementation phase.
• Experience in managing operational costs and fee escalations over a multi-year contract.
