Objectives

The primary objective of this tender is to appoint a service provider responsible for the maintenance, repairs, and servicing of fire detection, suppression, protection systems, and associated equipment within the Cape Winelands region for a period of six (6) months. The aim is to ensure the effective functioning and safety of fire-related systems across various government facilities, including official quarters, military, correctional, police bases, and other state buildings.

Scope

The scope encompasses:

• Maintenance, servicing, and repairs of fire detection, suppression, and protection systems, including associated electrical and electronic components.
• Inspection, overhauling, and replacement of system parts such as valves, detectors, alarm devices, control panels, batteries, UPS, and related equipment.
• Provision of specialist services for repairs to complex or specialized equipment, including the use of approved subcontractors where necessary.
• Carrying out emergency repairs and routine maintenance during normal working hours, weekends, and public holidays as required.
• Ensuring compliance with relevant standards, legislation, and safety regulations.
• Providing trained and qualified personnel, including SAQCC-registered technicians, with proper identification and protective gear.
• Adhering to specified response and resolution times for different incident types and facility categories.
• Reporting, documentation, and record-keeping, including job cards, progress reports, and invoices.

Technical Requirements

The technical requirements include:

• Provision of high-quality, genuine parts and materials that meet SANS 9001 standards.
• Use of equipment that is supported by original manufacturers with support for at least five years.
• Compliance with relevant standards such as SANS 10139, SANS 10400-T, NFPA 72, BS EN 54, and ISO 9001.
• Implementation of safety, security, and environmental protection measures during maintenance activities.
• Provision of security clearance for personnel working in sensitive or security areas.
• Adherence to specified response times: 2 hours for critical facilities like hospitals and courts, 8 hours for correctional and police facilities, and 2 hours for fire and emergency services.
• Proper marking of new installations and equipment for identification and inventory control.
• Preparation of detailed technical reports, including assessments, repair estimates, and incident reports.
• Compliance with Occupational Health and Safety regulations and local by-laws.

Skills Requirements

The skills and qualifications required for the successful service provider include:

• Certified and experienced technicians registered with SAQCC for fire detection and suppression systems.
• Technicians with relevant trade qualifications, trade tests, and valid wireman’s licenses (not older than 3 months).
• Personnel with proven experience in maintaining fire safety systems, preferably with a track record in government or critical infrastructure facilities.
• Ability to respond promptly to emergency and routine service requests within stipulated timeframes.
• Competence in using specialized tools, test equipment, and software for diagnostics and repairs.
• Staff capable of working in secure and sensitive environments, with proper security clearance and identification.
• Personnel trained in health and safety procedures, environmental protection, and customer service.
• Demonstrated capacity to mobilize resources, including spare parts, tools, and subcontractors, to ensure minimal downtime.
