Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake maintenance, repairs, and associated services for fire detection, suppression, protection systems, and related equipment within the West Coast region. The contract aims to ensure the proper functioning, safety, and compliance of fire safety systems over a period of six months, supporting the Department of Public Works' mandate to maintain secure and operational facilities.

Scope

The scope of work includes:

• Maintenance, servicing, and repairs of fire detection, suppression, and protection systems, including associated equipment such as valves, detectors, alarm devices, control panels, and security systems.
• Work to be carried out during normal working hours within designated areas covering various towns and facilities in the West Coast region, including government buildings, military, correctional, and police facilities.
• Provision of specialist services for repairs to specialized equipment, with sub-contracting only permitted for controls/automation systems like PLCs and rigging works.
• Supply of consumables, spare parts, and materials necessary for maintenance and repairs, ensuring compliance with standards and specifications.
• Adherence to safety, environmental, and legislative requirements, including security clearances and confidentiality obligations.
• Provision of trained personnel, proper documentation, job cards, and progress reports for all work performed.

Technical Requirements

The technical scope mandates:

• Use of equipment and materials that are new, of high quality, and supported by original equipment manufacturers (OEM).
• Compliance with relevant standards such as SANS 10139, ISO 9001, NFPA codes, and local regulations.
• Proper protection against environmental conditions, corrosion, and tampering, including waterproofing and galvanizing where applicable.
• Implementation of earthing, bonding, and lightning protection measures.
• Provision of security clearances for personnel working in sensitive or security areas.
• Adherence to safety protocols, including the use of identification tags, protective clothing, and signage.
• Effective response and resolution times for maintenance and emergency repairs, with specified priority levels for different facilities.
• Proper documentation, including job cards, invoices, and progress reports, with clear descriptions and references.

Skills Requirements

The tender specifies the following skills and qualifications for service providers and personnel:

• Qualified and experienced artisans, technicians, and technical staff with relevant certifications, preferably registered with SAQCC or equivalent bodies.
• Personnel must possess technical expertise in fire detection, suppression, and security systems, including installation, maintenance, and repair.
• Staff must be trained in health and safety regulations, confidentiality, and security procedures.
• Ability to provide training to client staff if required.
• Competence in preparing technical reports, risk assessments, and safety plans.
• Availability of sufficient resources, tools, and spare parts to ensure timely and effective service delivery.
• Demonstrated experience in handling similar projects over the past 5-10 years, with references and proof of successful completion.
• Capacity to respond promptly to emergency and routine maintenance requests, adhering to specified response times.
