MOSSEL BAY LOCAL MUNICIPALITY INVITES TENDERS FOR THE UPGRADING OF THE UNIVERSAL BEACH
ACCESS AND IMPROVEMENT OF THE STORMWATER SYSTEM FROM THE PARKING AREA NEXT TO TRIO TOWERS TO THE
BEACH AREA FOR AND ON
BEHALF OF THE MOSSEL BAY MUNICIPALITY, FOR THE PERIOD ENDING 25 AUGUST 2020. CONTRACTORS TO USE LOCAL
LABOURERS ACCORDING TO THE EPWP METHOD AND REGULATIONS. THIS IS A MULTI-YEAR PROJECT.
It is estimated that tenderers should have a cidb contractor grading of 3CE.

Documents may be collected during work hours after 11h00 on 2019/11/13
A non-refundable tender deposit of R579.00 payable by or bank guaranteed cheque is required on collection of the Tender documents.
A set of tender documents can be obtained at a non-refundable cost of R579 including VAT. Tender documents can only be obtained at
the compulsory site and information meeting which will take place at 11h00 on Wednesday, 13 November 2019 at the Directorate:
Infrastructure Services, George Road, Mossel Bay.
PLEASE ENSURE THAT ALL PARTNERS OF A JOINT VENTURE ARE CIDB REGISTERED AND ATTEND THIS COMPULSORY
MEETING. FAILURE TO ATTEND THE MEETING WILL RESULT IN THE BID BEING NON-RESPONSIVE.
Prospective bidders that arrive 15 (fifteen) minutes or more after the advertised time the meeting started will not be allowed to attend
the meeting or to sign the attendance register.
Documents will only be handed to prospective bidders who produce a receipt for the payment of the tender document. Tender
documents must be reserved not later than 12h00 on Friday 8 November 2019 from Cobus Louw at telephone (044) 692-0441.
Bids will be pre-evaluated on the following functionality criteria and bids that score less than 80 out of 100 points will be considered as
1. Company (or JV) Experience carrying a weight of 30 points.
2. Relevant references carrying a weight of 15 points.
3. Key Staff and Personnel carrying a weight of 25 points.
4. Plant/Equipment/Machinery carrying a weight of maximum 30 points.
This tender is subject to Regulation 8 “Local Production and Content” of the Preferential Procurement Policy Framework Act, 2017:
Preferential Procurement Regulations, 2017 submitting of MBD 6.2 is compulsory. Please note that designated hardware components
and steel products and components for construction and plastic pipes has been designated with a minimum threshold of 100% and
valves products and actuators has been designated with a minimum threshold of 70% for local content.
Responsive bids will then be evaluated on the 80/20 or 90/10 Preference Points system as prescribed by the Preferential Procurement

A compulsory clarification meeting with representitives of the Employer will take place at DIRECTORATE: INFRASTRUCTURE
SERVICES, GEORGE ROAD, MOSSEL BAY on 2019/11/13 starting at 11h00.
The closing time for receipt of Tenders is 12h00 on Friday, 06 December 2019.
Telephonic, Telegraphic, Telex, Facsimile, Emailed and Late Tenders will not be accepted.
Tenders may only be submitted on the tender documentation that is issued.
