ROOM/OFFICES, BOYS HOSTEL, 2 X HOSTEL MANAGERS HOUSE AND RECREATIONAL AREA, DINING HALL AND KITCHEN, 1
X ADMINISTRATION BLOCK, 2 X CLASSROOM BLOCKS (17 X CLASSROOMS, 10 LEARNERS PER CLASSROOM) AND
STORES, 2 X CLASSROOM TOILET BLOCKS, 1 X WORKSHOPS AND LABS BLOCK (4 X WORKSHOPS, 4 X LABS), 4 X
LEARNERS HOSTEL BLOCKS (40 ROOMS, 4 LEARNERS PER ROOM), COURTYARDS, GATEHOUSE, DEMOLISH OLD RIVONI
SOCIETY STAFF ROOM/OFFICES AND MALE HOSTEL, PERIMETER FENCING (ENTIRE PROPERTY) AND ENTRANCE GATES,
RE-LOCATE MOBILE CLASSROOMS AND ABLUTIONS, BULK EARTHWORKS AND PLATFORMS, RETAINING WALLS AND
SLOPE PROTECTION, STORM WATER DRAINAGE, ROADS AND PARKING, WALKWAYS AND COVERED WALKWAYS, SEWER,
WATER AND ELECTRICAL RETICULATION, SEWERAGE AND GREY WATER TREATMENT AND DISPOSAL, FIRE SERVICE,
BOREHOLES AND TANK, LANDSCAPING, INTERNAL FENCING BETWEEN SCHOOL AND THE SOCIETY AND MALE/FEMALE
HOSTELS, COURTYARDS AND RAINWATER HARVESTING
It is estimated that tenderers should have a cidb contractor grading of 8GB.
Preferences are offered to tenderers who Grade 8 and above
Only tenderers who Meet the following Gatekeeping (Compulsory) Criteria will evaluated further
•Valid Tax Clearance Certificate with Tax Compliance status letter with pin number on SARS Letterhead & Attach valid CSD registration
•In Case of JVs / Consortia / Sub Contract are involved each party must submit a separate proof of Tax Clearance Certificate/ Pin
issued by SARS/ CSD registration report with Supplier number
•If Applicable, JV Agreement signed by all parties of the JV and signed & stamped by the commissioner of oaths
•A bidder must signed the Attendance Register for the compulsory clarification meeting
•Fully & Duly Completed and Signed form of offer and witnessed
•Valid Letter of Good Standing (COIDA)
•Valid CIDB Grading Certificate (8GB and above)
•All items in the original Bill of Quantities must be priced with the exception of preliminaries (contractor can selection options in line with
the PBA JBCC March 2005 Edition 4.1), written in Ink. No Copies, no correctional fluids or a lead pencil will be used in the BOQ. Only
black ink must be used to complete documents. Any mistakes must be neatly crossed out and countersigned by all relevant parties
•Valid CIPS (Company registration) Documents
•Certified Owners/ Directors Identity Documents not older than 3 months
•Attendance Register to the Compulsory briefing meeting. Attendance Register should be signed by the / bidding entity/ Company.
•In case of JVs – All companies/entities must sign the compulsory register OR the Joint Venture must sign the register
•Duly Completed Form of Offer and Acceptance
•Fully Completed and signed Declaration of Interest
•Fully & Duly Completed and Signed Local content form (SBD 6.2) including annexure C, D & E
•Tenderers or contractors must submit proof of signed subcontracting agreement between the main tenderer and subcontractor. The
following must be attached to the subcontracting agreement.

•Fully Completed and Signed Certificate of Independent Bid
•All Bidders are required to be registered on CSD (Central Supplier Database) with National Treasury

The 90/10 preference point system is in accordance with PPPFA regulations, 2017.
Total Functionality Points attainable for Quality = 100
A maximum equal to 100 tender evaluation points will be awarded for quality, sub-divided according to the following:
•100 points – Quality
o35 points – Experience on similar scale projects
o15 points – Experience on Similar Projects References
o20 points – Skills and Experience of Key Projects Resources
o10 points – Safety, Health & Environmental Quality (SHEQ) Specific Plan
o10 points – Programme Schedule
o10 points – Schedule / Availability of Plant & Equipment
Bidders who are legible for further evaluations Must score 70% or above of the total Evaluation score
The 90/10 Preferential Point System will be applied, where 90 points will be allocated and 10 points for B-BBEE status. In order to claim
and be awarded B-BBEE points bidders must submit an original or and Original certified copy of B-BBEE certificate issued by a SANAS
accredited agency or an Original Sworn Affidavit signed by a Commissioner of Oaths. In case of Joint Venture bidders need to submit
consolidated B-BBEE Certificate issued by SANAS Accredited agency (including EMEs QSEs) are eligible to submit tenders
