Contractors are discouraged from paying labourers a lower rate, since most labourers throughout the City of Cape Town are being paid the BCCEI rate; and a lower rate may cause dissatisfaction among the workforce, leading to potential unrest, reduced productivity, and project delays — ultimately costing the Contractor more and adversely affecting project progress.
