Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake maintenance, repairs, and associated services for fire detection, suppression, protection systems, and related equipment within the specified area for a period of six (6) months. The aim is to ensure the effective functioning and safety of fire protection systems across various government facilities, including official quarters, military, correctional, police, and other state buildings, with a focus on compliance with relevant standards and legislation.

Scope

The scope of work encompasses:

• Maintenance, servicing, and repairs of fire detection, alarm, suppression, and protection systems, including associated electrical and mechanical components.
• Inspection, overhauling, and testing of equipment such as valves, solenoid valves, piping, nozzles, detectors (ionization, heat, humidity), fire control panels, batteries, UPS, alarm devices, CCTV, and communication links.
• Provision of emergency repairs, routine servicing, and scheduled maintenance during normal working hours, with provisions for after-hours emergency work.
• Supply and installation of new parts, components, and materials of approved quality, conforming to standards like SANS 10139, ISO 9001, and other relevant specifications.
• Adherence to safety, security, and environmental regulations, including access control, security clearance, and confidentiality requirements.
• Provision of trained personnel, proper documentation, job cards, progress reports, and compliance with occupational health and safety standards.

Technical Requirements

The technical requirements include:

• Provision of qualified technicians with valid SAQCC Fire registration cards, technical qualifications, and experience in fire system maintenance.
• Use of genuine, certified parts and materials that meet SANS 9001 standards, with guarantees of at least six (6) months.
• Implementation of safety protocols, security clearance, and access arrangements for working in secure areas.
• Compliance with all applicable legislation, standards (SANS, NFPA, BS EN), and local authority requirements.
• Preparation of detailed work plans, safety and health plans, and regular progress and incident reports.
• Proper marking, documentation, and record-keeping of all equipment, repairs, and maintenance activities.
• Provision of emergency response within specified timeframes, with penalties for non-performance.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proven experience in fire detection, alarm, suppression, and protection systems maintenance, preferably in government or similar facilities.
• Qualified technical personnel with relevant certifications (e.g., SAQCC Fire registration, technical qualifications).
• Ability to supply and install certified parts and materials, with guarantees and warranties.
• Competence in safety management, security procedures, and confidentiality protocols.
• Capacity to provide timely emergency repairs, routine maintenance, and detailed reporting.
• Financial stability and compliance with procurement and legal requirements, including CIDB registration of at least grade 2SF or higher.
• Ability to coordinate with security and other relevant authorities, and to adhere to all legislative and safety standards.
