Objectives

The primary objective of this tender is the acquisition or provisioning of office accommodation for the Department of Transport and Community Safety at Ba-Phalaborwa Traffic Station in Limpopo Province. The accommodation must meet specified space, security, accessibility, and operational requirements to support departmental functions over a lease period of 9 years and 11 months.

Scope

The scope includes:

• Provision of suitable office space, either through new construction or existing buildings, located within the specified area in Ba-Phalaborwa.
• Compliance with detailed specifications for space, security, accessibility, finishes, and facilities.
• Inclusion of auxiliary spaces such as toilets, parking bays, storage, server rooms, and other operational areas.
• Provision of power backup, water supply, security measures, and accessibility features for persons with disabilities.
• Adherence to evaluation criteria covering administrative compliance, functionality, and price.

Technical Requirements

The technical requirements encompass:

• Building Type: Either a new building with approved plans and OHS requirements or an existing building with valid approvals.
• Size and Space: Approximately 868 m² of lettable space, including offices, waiting areas, toilets, storage, and auxiliary facilities.
• Security: Heavy external walls, controlled access points, burglar-proofing, security gates, and emergency assembly points.
• Facilities: Air-conditioning, lighting, signage, and facilities for persons with disabilities.
• Utilities: Power supply with backup (solar or generator), water backup tanks, and provisions for telecommunication infrastructure.
• Construction Standards: Compliance with National Building Regulations, Occupational Health and Safety Act, and standards for finishes, partitions, and fire safety.
• Parking: Approximately 56 parking bays, including lock-up garages for impounded vehicles and spaces for government vehicles and visitors.
