NB: : Only locally produced or manufactured goods, meeting the stipulated minimum threshold for local production     and content, will be considered in line with Regulation 8(2) of the Municipal Supply Chain Management Regulations   and National Treasury Circular 69.”

The exchange rate to be used for the calculation of local production and content  must be the exchange rate published by the South-African Reserve Bank (SARB) at 12:00 on the date of advertisementof the bid; and

Only the South-African Bureau of Standards (SABS) approved technical specification number SATS 12863:2011 must be used to calculate local content.

SAMPLES:

• As part of the approval process, the bidders will be required to submit at least one (1) sample of every product offered for testing and evaluation purposes.
• Samples (marked with the bid and item number as well as the bidder’s name and address) shall be delivered separately to the bid to Room B207 (where the bid box is situated), 1^st  floor, Steve Tshwete Municipality, Civic Centre, Corner Walter Sisulu and Wanderers Avenue, Middelburg, by no later than 12h00 on 01/04/2020
• Bids may not be included in parcels containing samples.
• If samples are not submitted as required in the bid document, then the bid concerned may be declared invalid.
• Samples shall be supplied by a bidder at his/her own expense and risk. The municipality shall not be obliged to pay for such samples or compensate for the loss thereof and shall reserve the right not to return such samples and to dispose of them at its own discretion.
• If a bid is accepted for the supply of goods according to a sample submitted by the bidder, that sample will become the contractsample. All goods/materials supplied shall comply in all respects to that contract sample.

The following documents have to be attached (Bidders that fail to submit documents indicated as compulsory will be disqualified)

• Original certified copy of valid BBBEE Certificate (non – compulsory, failure to attach will result in no points being awarded) only SANAS accredited or Affidavits will be accepted.
• Copy of company registration certificate(CK) - Compulsory
• Copy of Tax compliance reference pin issued by SARS, to enable the municipality to verify the bidder’s tax compliance status – Non-Compulsory
• Copy of current municipal account (not older than 3 months) – copy of Lease Agreement (and a copy of landlord’s municipal account)  – Compulsory
• CSD summary report – Non-Compulsory
• Joint Venture Agreement (In case of a Joint Venture) – Compulsory
• Joint venture must be registered on CSD as JV
• Local content is applicable as per MBD 6.2 as well as Annexure C,D & E – Compulsory
• Approval of exemption on local content from DTI must be attached with bidding document, as and when applicable - Compulsory
• Audited annual financial statements for the past 3 years for Bid above R10m – Compulsory
• Proof of STS Certification must be provided with the tender. – Compulsory
