Objectives

The primary objective of this tender is to appoint a qualified service provider to handle the printing, emailing, and WhatsApp distribution of municipal statements and invoices. The aim is to ensure efficient, reliable, and timely communication with residents and stakeholders, enhancing revenue collection and customer service.

Scope

The scope of the tender includes:

• Printing, emailing, and WhatsApp distribution of municipal statements and invoices.
• Data cleansing, validation, standardization, and billing for a period of 12 months.
• Provision of a panel of consultants for town planning, land surveying, architectural services, geotechnical investigation, and environmental impact assessment, on an as-and-when-required basis for three years.
• Provision of municipal warning, disconnection, and reconnection services, including meter reading services, for three years.
• Leasing of plant or machinery within the jurisdiction of Metsimaholo Local Municipality for three years.
• Support services for VAT recovery, financial statement preparation, and capacity building for financial years.
• Provision of language services during council meetings for three years.

Technical Requirements

The technical requirements include:

• Compliance with municipal data cleansing, validation, and billing standards.
• Functionality and capability to handle printing, emailing, and WhatsApp distribution efficiently.
• Provision of a panel of qualified consultants with expertise in town planning, land surveying, architectural, geotechnical, and environmental assessments.
• Ability to provide municipal warning, disconnection, and reconnection services, including meter reading.
• Leasing of machinery and equipment suitable for municipal service delivery.
• Support for financial reporting, VAT recovery, and capacity building.
• Provision of language services during council meetings as required.

Skills Requirements

The successful bidder must demonstrate:

• Experience in municipal data management, billing, and communication services.
• Technical expertise in printing, digital communication platforms (email and WhatsApp), and data cleansing.
• Capability to provide specialized consultancy services in town planning, land surveying, architecture, geotechnical, and environmental assessments.
• Proficiency in providing municipal utility services such as disconnection, reconnection, and meter reading.
• Ability to supply and manage leasing of plant and machinery.
• Financial expertise in preparing financial statements and supporting VAT recovery processes.
• Capacity to deliver language services during council meetings effectively.
