BEAUFORT WEST CEMETERY : EXPANSION OF “GOUE AKKER” CEMETERY

 

The BEAUFORT WEST MUNICIPALITY hereby invites suitably qualified service providers to bid for the expansion of the “Goue Akker” Cemetery.

 

It is estimated that the Contractor should have a CIDB grading designation of 5CE or higher.

A compulsory clarification meeting will be held at the Beaufort West Municipality Electro-Technical Services at the Sanlam Building, Donkin Street, Beaufort West on Thursday, 11 February 2021 at 14h00. Documents will only be available for collection at the compulsory clarification meeting if tenderers booked their tender documents in advance before the clarification meeting before Tuesday, 09 February 2021 before 12:00. No tenderers will be allowed to attend the compulsory clarification meeting after 14:15 am.

 

A non-refundable fee of R380.00 (Three Hundred and Eighty Rand), is payable for a set of printed documents. The fee must be deposited into the account of the Beaufort West Municipality at NEDBANK, Branch Code: 198765, Account Number 107 428 0318. The reference number for confirmation of payment is: 10/10000/100/020110 and bid documents will be made available upon provision of proof of payment.

 

Tender Documents will be available from the Consulting Engineers at the Compulsory Clarification Meeting on Thursday, 11 February 2021 if the Tenderer have booked their document in advance before the Clarification Meeting before Tuesday, 09 February 2021 before 12:00

 

Sealed Bids, marked “BID SCM 29/2021: BEAUFORT WEST CEMETERY:  EXPANSION OF “GOUE AKKER” CEMETERY must be addressed to the Municipal Manager and placed in the tender box at the office of the Supply Chain Management Unit: Corporate Services in the Sanlam Building, 112 Donkin Street, Beaufort West, before the closing time and date of 14:00 on Friday, 26 February 2021. Bids will then be opened in the presence of anyone who wishes to attend, in the Committee Room in the Supply Chain Management office at the Sanlam Building, Donkin Street, Beaufort West.

 

The evaluation of this bid will be subjected to functionality scoring. Tenderers must achieve a minimum functionality score of 80 out of 100 points for functionality in order to be evaluated further.  The functionality criteria and weighting are set out in the tender document.

  2. Relevant references carrying a weight of 30 points
  3. Key Staff and Personnel carrying a weight of 30 points

 

Bids received in electronic format or after the closing time and date will not be considered. Council is not bound to accept the lowest or any Bid. Telegraphic, telephonic, telex, facsimile, e-mail and late Bids will not be accepted. Bids may only be submitted on the bid documentation that is issued.

 

Bids must be submitted on the original documents and must be valid for a period of 120 days after the closing date. The Bid will be subject to Council’s Supply Chain Management Policy, the Amended Preferential Procurement Policy Framework Act and the Preferential Procurement Regulations, 2017. The 80/20 preference points system will be applicable.

 

This tender is subject to Regulation 8 “Local Production and Content” of the Preferential Procurement Policy Framework Act, 2017: Preferential Procurement Regulations, 2017 submitting of T2.2.12 is compulsory. Please note that designated hardware components and local content requirements are 40%-100% applicable to bid document.

  1. The exchange rate to be used for the calculation of local production and content must be the exchange rate published by the South African Reserve Bank (SARB) at 12:00 on Friday, 26 February 2021.

 

  1. Only the South African Bureau of Standards (SANS) approved technical specification number SATS 1286:2011 must be used to calculate local content.

 

Notwithstanding the period for validity of bids as set out in the bid documents, bids shall be deemed to remain valid until formal acceptance by the Beaufort West Municipality of an offer at any time after the expiry of the original validity period, unless the Beaufort West Municipality is notified in writing of anything to the contrary (including any further conditions) by the bidder
