Request for Proposal (RFP) documents can be downloaded from the CDC’s website: www.coega.com from 12h00 on 18 September 2020 upon payment of a non-refundable Bid Deposit of R1 500.00 through an Online Secure Pay Portal. Please Note: A Reference Number will be issued upon payment being received and it should be kept safe as it will be required for uploading the Bid/Proposal Submissions. No hard copies of the RFP Document will be made available by the CDC to the Prospective Bidders.

Briefing Session
Due to the outbreak of the COVID-19 Pandemic, leading to restricted movement and a need to heed to safety precautions, there will be a Non-Compulsory Virtual Briefing Meeting held on 30 September 2020 at 10h00 and the meeting link will be provided. Information on how to attend the Virtual Briefing Meeting will be provided in the RFP Documents. Briefing Notes will be packaged and placed on the CDC’s website.

Special Conditions:

  1. The CDC’s Procurement Policy and Procedures shall apply.
  2. Public Finance Management Act (PFMA) shall apply. Preferential Procurement Policy Framework Act, 2000: Preferential Procurement Regulations, 2017 shall apply.
  3.  Bidders will be evaluated on functionality and are expected to meet the minimum of 75% threshold in order to be evaluated further. The evaluation criteria for measuring functionality and weight of each criterion are provided in the document.
  4. The 90/10 preference point system, as per the Preferential Procurement Policy Framework Act 2000: Preferential procurement Regulation 2017 is applicable for allocating points for price and preference points. The following scores will be applied: Price - 9, B-BBEEE Score - 10
  5. Bidders are required to meet the minimum stipulated threshold for Local Production and Content as per the dti designated sector requirements at award stage, the list of designated for local production with minimum local content thresholds is attached as Annexure F accessible on http://www.dtic.gov.za/industrial_development/ip.jsp and National Treasury Instruction Note 15 of 2016-2017- Steel Products and Components for Construction) and an extract from the Preferential Procurement Regulations, 2017.
