Briefing Session
Non-compulsory briefing session will be held on:

Time: 12h00
Venue: Mandlazi Junior School at Mahawini location, UMzimkhulu in Harry Gwala District, KwaZulu-Natal. The Co-ordinates to the school are 30° 21′ 05.9″ S, 29° 49′ 42.1″ E.  The school is situated 21km from Umzimkhulu.

Special Conditions:

The CDC is inviting capable and competent Contractors with an active CIDB grading of 4GB or higher, potential emerging bidders of 3GB PE will not be eligible to bid for the Construction of Mandlazi Primary School Early Childhood Development Centre in Harry Gwala District, UMzimkhulu, KwaZulu-Natal.

 

Preference will be given to respondents who comply with the CDC’s Procurement Policy & procedure.

The 80/20 preference point system, as per the Preferential Procurement Policy Framework Act 2000: Preferential procurement Regulation 2017.  

 

The Bidders are required to meet the minimum stipulated threshold for Local Production and Content as per SBD 6.2 in the tender document. The stipulated minimum threshold(s) for local production and content (refer to SBD 6.2) for this bid are as follows: Steel Value - added products - 100% Stipulated minimum threshold, Electrical and Telecoms cables  - 90% Stipulated minimum threshold, and Plastic Pipes - 100% Stipulated minimum threshold.

 

CDC will only award the tender to a bidder who is tax compliant. The tax compliance status of the bidders will be verified through CSD and SARS website. Non-VAT vendors who submit bids for contracts that would, if successful, take their annual turnover above the threshold of R 1 million are obliged to include VAT in the prices quoted.

Only tenderers who are registered with the Construction Industry Development Board (CIDB), CIPC (formerly CIPRO) and National Treasury’s Centralized Supplier Database (CSD) are eligible to submit tenders.

 

Briefing Meeting Protocols

•    Coega will have the briefing session in an open area; if the weather is appropriate to do so.

•    If the weather is not accommodating the above, the briefing will take place in a close area  which will be a classroom or a hall provided by the school and that can only accommodate 51          people at a time and

•    Entry and exit into the venue will only be allowed subject to the compliance with the protocols;

(i)   Screening for COVID-19 and also refused entry, where necessary to do so;

(ii)  The wearing of a face mask;

(iii)  Sanitisation and social distancing measures as per the relevant health protocols on safety and prevention of the spread of COVID-19.

 

A non-refundable bid fee of R 200.00 should be deposited to Account Name: CDC – DoE; Standard Bank, Account No: 080 224 555, Branch Code 050 017 and proof of payment is required upon collection of the bid documents. No tender document will be available at the Briefing Meeting. NO CASH WILL BE ACCEPTED.

 

Completed bids must be placed in the tender box at the reception desk of the CDC Umhlanga Office, 18 Cranbrook Crescent, Umhlanga Ridge 4051, Durban.  Bids will not be opened in public due to the COVID-19 Pandemic social distancing protocols and the results will be posted on the CDC website the next day. No late submission will be considered.

 

One original completed bid document shall be placed in a sealed envelope clearly marked: “CDC/462/20-T Construction of Mandlazi Primary School Early Childhood Development Centre in Harry Gwala District, UMzimkhulu, KwaZulu-Natal.”.

Failure to provide any mandatory information required in this Bid will result in the submissions being deemed null and void and shall be considered non-responsive. Telegraphic, telexed, facsimiled or e-mail submissions will not be accepted.
