The electronic RFP document, outlining the requirements will be provided to interested bidders upon the payment and verification of a non-refundable fee of R150.00 from Monday 14 September 2020. Proof of payment to be emailed to [email protected] quoting MBDA TSP 17/19 in the subject line as well as the company contact details.

The last date for queries on this tender shall be the Wednesday 14 October 2020. No further queries shall be responded to after this date. It is the responsibility of the Bidder to ensure that all pages of the tender document are received, printed and submitted. It must be noted that if there are any ambiguities found in this bid document, it is the responsibility of the Bidder to clarify any such ambiguities before the closing of queries.

The closing date and time is Thursday 15 October 2020 at 12h00; where after tenders will be publicly opened via Microsoft Teams. Proposals MUST be submitted on one (1) original hard copy plus one (1) copy on a compact disk (CD or USB) and must be placed in a sealed envelope and clearly marked with “MOORE DYKE SPORTS FACILITY UPGRADE (MBDA TSP 17/19)”. Tenders place in an incorrect tender box will NOT be considered and NOT evaluated.
FAILURE TO SUBMIT AN ORIGINAL HARD COPY AS WELL AS A COPY ON CD OR USB WILL DEEM THE BID NON-RESPONSIVE. All responses must be placed in the MBDA tender box marked MBDA TSP 17/19 on the 1st Floor, Tramways Building, Corner Lower Valley Road & South Union Street, Central, Port Elizabeth. Bids may only be submitted on bid documentation provided by the MBDA.
Telegraphic, telephonic, telex, facsimile, e-mail and late tenders will not be accepted.
Tenders may only be submitted on the tender documentation that is issued by the MBDA. Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated under Tender Data in the tender document.

Briefing Session
A compulsory briefing meeting will be held at 10:00 am on site at the Moore Dyke Sport Field, Corner of Gumpert Street and Nicholas Street, Schauderville on Monday 21 September 2020. Due to Covid-19, all Bidders who will be attending the compulsory briefing meeting must confirm their attendance by emailing such to [email protected] by 12:00 on Friday 18 September 2020 quoting MBDA TSP 17/19 in the subject line. Please note only one (1) representative per potential bidding company will be allowed to attend the compulsory briefing meeting. All attendees must sign the site clarification sheet and attendance register which will be signed on site after the clarification, failing which their relevant tenders will be deemed non-responsive. No attendee(s) arriving 15 minutes late or more will be allowed to attend the compulsory briefing meeting.

 

It must be noted that the email address quoted on the briefing session portion of the advert was incorrect. Bidders are hereby offered a second opportunity to attend the compulsory briefing session on Thursday 01 October 2020 at 10am on site at the Moore Dyke Sport Field, Corner of Gumpert Street and Nicholas Street, Schauderville. All attendees must sign the site clarification sheet and attendance register which will be signed on site after the clarification, failing which their relevant tenders will be deemed non-responsive. No attendee(s) arriving 15 minutes late or more will be allowed to attend the compulsory briefing meeting.

Special Conditions:

The Mandela Bay Development Agency (MBDA), a municipal entity of the Nelson Mandela Bay Municipality (NMBM) and acting as its development agent, hereby invites contractors to submit tenders for the Construction of the Moore Dyke Sports Precinct in Schauderville, Korsten.
Contractors must have a minimum CIDB grading of 7GB/CE or higher.
 
Late and incomplete tenders will not be accepted. The only or lowest tender will not necessarily be accepted and the MBDA reserves the right to accept the whole or any portion of a tender, or not to make an appointment.
 
Proposals shall be evaluated on bidders meeting the bid requirements which shall include the minimum functionality criteria and the 80/20 points system in accordance with the Acquisition Management Directives of the MBDA, The Principal Building Agreement and, if applicable, any other Special Conditions of Contract.
