Objectives

The primary objective of this tender is to appoint an authorized Microsoft License Solution Provider (LSP) to supply, support, and advise on Microsoft Open Value Subscription for Education Solutions (OVS-ES) for the National School of Government (NSG) over a period of three (3) years. The LSP will ensure the provision of Microsoft software licenses, ongoing support, licensing advisory services, and license renewals to meet the NSG's capacity building and technological needs.

Scope

The scope includes:

• Provision and renewal of Microsoft OVS-ES licenses for a three-year period, with annual renewal from June 1, 2027, to May 31, 2029.
• Supply of various Microsoft products such as Microsoft 365 (E3 and E5), Teams Phone Standard, Office applications, Windows devices, SQL Server, SharePoint, Exchange, Visio, Project, and additional products as specified in Annexure B.
• Support services including licensing advice, benefits activation, software assurance, version upgrades, and technical support as required.
• Provision of licenses aligned with the NSG's specifications, including future licensing requirements and upgrades.
• Invoicing, project management, and compliance with contractual and legislative frameworks.

Technical Requirements

The technical requirements specify that:

• The service provider must be an authorized Microsoft License Solution Provider (LSP) and registered on the Central Supplier Database (CSD).
• The provider must supply licenses in accordance with the NSG's specifications, including benefits activation, software assurance, and version upgrades.
• The licenses must cover a comprehensive range of Microsoft products as detailed in Annexures A and B, including academic pricing levels.
• Renewals are to be managed annually, ensuring continuous compliance and support.
• The provider must deliver ongoing advisory services, support, and benefits activation during the contract period.

Skills Requirements

The successful bidder must demonstrate:

• Official authorization as a Microsoft License Solution Provider (LSP) with relevant certifications.
• Experience in managing Microsoft licensing solutions for educational and government institutions.
• Capability to provide technical support, licensing advisory, and benefits activation services.
• Proficiency in handling license renewals, version upgrades, and software assurance benefits.
• Compliance with all legislative and procurement regulations, including tax compliance and registration on the CSD.
• Ability to deliver support services and manage the licensing lifecycle effectively over the three-year period.
