Tender documents and specifications are available and can be obtained from the cashiers office, Department of Finance (Supply Chain Management Unit, old municipal building, Corner Kwaggafontein C Police station, Mpumalanga,0458, (Tel: [013] 986 9187) (Fax: [013] 986 0995) against payment of a non-refundable tender amount of R1 120.00. Only bank guaranteed cheques or cash will be accepted.  Cheques shall be made payable to Thembisile Hani Local Municipality.


Sealed envelopes marked with the tender number as indicated above, must be placed in the bid box at the municipality office in Kwaggafontein C not later than 12:00pm on the above-mentioned closing dates. Bids will be opened in public at the municipal offices.


Please take note that no bid documents will be given to couriers unless the courier company is in possession of a letter on an official letterhead, confirming on behalf of the company the full details of the specific bid/bids to be collected and the proof of payment.


The Council reserves the rights to either accept the whole or part of any bid, or not to appoint. Facsimiles or e-mailed documents will not be accepted. No awards will be made to a person who;



  • Is in the service of the state;

  • If that person is not a natural person, of which any director, manager, principal shareholder or stakeholder is a person in the service of state;

  • Who is an advisor or consultant contracted with the municipality or municipal entity; and

  • Whose municipal account is in arrears for more than 120 days.


A Preferential Point system shall apply whereby a contract will be allocated to a bidder in accordance with the Preferential Procurement Policy Framework Act, Act No 5 of 2000 (amended in 2017)  and as defined in the Conditions of Tender in the tender document, read in conjunction with the Supply Chain Management Policy of Thembisile Hani Municipality where 80/20 preference point system will be used, 80 points will be allocated in respect of price and 20 points in respect of B-BBEE Status Level of Contribution. The bid will also be evaluated in terms of compliance and functionality criteria (Experience of bidder =50, Expertise and Qualifications =30, Proof of objections =20, Proof of VAT refunds =50).
