EHLANZENI DISTRICT MUNICIPALITY INVITES BIDS FOR THE ABOVE MENTIONED TENDER

Bids will be evaluated in line with the EDM's Supply Chain Management Policy in terms of functionality, price and B-BBEE status level of contribution when applying the 80/20 point system in terms of the PPPFA and its regulations. In order to claim points for B-BBEE status level of contribution, bidders must attach a certified valid copy of a B-BBEE verification certificate or a valid certified copy of a sworn affidavit.

Bidders must obtain a minimum of 30 points on funtionality out of possible 50 points in order to qualify for further evaluation on price and B-BBEE status level of contribution when applying the 80/20 evaluation point system.

It is estimated that bidders must have a CIDB grading of 3CE or Higher

Bidders who have provided the following documents and information to evaluate the bidders's responsiveness to the requirements of the tender will be considered:

• Central Supplier Database Summary Registration Report
• Company Registration certificate
• SARS PIN / Tax Clearance Certificate
• CIDB CRS Registration number
• Joint Venture or Consortium Agreement if applicable

Bidders who fail to comply with the requirements of the specifications will be regarded as non-responsive

Note that all MBD documents must be fully completed by the bidder

The Public opening and recording of received tenders in line with the Supply Chain Management Regulations would be maintained on a virtual portal as follows:

• The public opening and recording of bids shall be conducted on a ZOOM Portal
• A link will be sent via email to all bidders that submitted tenders electronically with clear instructions of how to connect to the ZOOM Portal
• Bidders must ensure that all devices intended for use during the virtualization session are compatible to the ZOOM Portal connectivity
• The ZOOM virtual session for the public opening and recording of tenders received electronically shall take place on Tuesday 30 June 2020 at 10H00.
