Bid Description: REPLACEMENT OF REPAIR BAY RAIL IN SYNCROLIFT DRY DOCK IN THE PORT OF CAPE TOWN
Name of Institution: TRANSNET SOC Ltd trading through its Operating Division, TRANSNET NATIONAL PORTS AUTHORITY (hereinafter referred to as TNPA)
Place where goods, works or services are required: Port of Cape Town
It is estimated that the Tenderers should have a Contractor’s grading designation equal to or higher than 6CE class of civil engineering work (CIDB)
Only those tenderers who satisfy the following eligibility criteria are eligible to submit tenders:
a) Submit all mandatory returnables.
b) Only those tenderers who are registered with the CIDB, or are capable of being so prior to the evaluation of submissions, in a contractor grading designation equal to or higher than a contractor grading designation determined in accordance with the sum tendered or a value determined in accordance with Regulation 25 (1B) or 25(7A) of the Construction Industry Development Regulations, for a 6CE class of civil engineering work, are eligible to have their tenders evaluated.
Joint ventures are eligible to submit tenders provided that:
1. every member of the joint venture is registered with the CIDB;
2. the lead partner has a contractor grading designation in the CE class of works; and
3. the combined JV grading designation calculated in accordance with the Construction Industry Development Regulations is equal to or higher than a Contractor grading designation determined in accordance with the sum tendered for a 6CE or Higher class of works or a value determined in accordance with Regulation 25 (1B) or 25(7A) of the Construction Industry Development Regulations.
4. CIDB regulation 25(5)(a) allows for lead JV contractor to possess a contractor grading designation of not lower than one level below the required grading designation in the class of construction works under consideration and possesses the required recognition status; therefore, lead partner can have 5CE
5. As long as total calculated JV CIDB grade equals to 6CE or higher. every member of the joint venture is registered with the CIDB;
c) Submits a tendered price in the form of offer and acceptance which is fixed and firm for the duration of the contract.
d) Proof of registration to the National Treasury’s Central Supplier Database.

3.7 Local content
3.7.1 Steel Products and components for Construction have been designated for local production with minimum local content threshold of 100%
3.7.2 Rail Permanent Way Sector have been designated for local production with minimum local content threshold of 90%. The following sub-sector components are designated as follows:
