INTRODUCTION
Eskom Holdings SOC Limited (“Eskom”) – Request for information for the Software that will
assist to manage Eskom energy loses and also manage, audit and validate Customer
Service data.
2.
BACKGROUND
Eskom is looking for an IT company to provide software Licenses, Support and Maintenance
of the system that provide capability to calculate Energy Loses and Manage, Clean/Audit
and Validate Customer data. This system must have two modules to be able to achieve the
expected functional objectives.
NB: Eskom is also requesting the price estimation for License, Support and Maintenance for
this RFI
a) Energy Balancing Module/system Requirements:
Energy Balancing is the reconciliation of the energy delivered and energy sold (i.e. energy
accounting) at various levels of the network.
The focus of Energy Balancing is to:



Reconcile energy delivered and energy consumed (sales) at MV Feeder level to
determine (Non-Technical) energy losses
Facilitate accurate reporting at MV Feeder level
Facilitate reporting to support strategic decisions with regards to losses management
The objective(s) of Energy Balancing is to:




Aid Energy Trading and Energy Protection to optimally minimize losses as a result
increase revenue
Enable Eskom to perform functions (audits, fixes, etc.) based on Operating Unit
Business structure (formerly based on Regional structure)
Assist Eskom staff in focusing their attention in the correct areas and comply with
current business strategies
To prioritise high loss feeders for normalization

provide information for case studies to reduce non-technical losses
Refer to the below descriptions for the system required to perform energy balancing at
various levels of the Dx Eskom network:
1.
The Energy Balancing module/system must be able to import data from source system
into BI universe for reporting which happen monthly. The source systems are already in
existence within Eskom applications platform such as Smallworld application and/or/
Maximo network data, CC&B sales [LPU/ SPU & PPU, Unallocated PP sales, CNL data
and MV90.EU files from the FTP central storage location and pervious mapping
configurations.
2.
Need to have access to the source data feeding into the system in a single BI universe
to enable analysts to analyse data in various configurations/ combinations in order to try
and identify enhancement opportunities in the energy losses environment.
3.
Data mining and analytics tools (Source data and results from the balancing
calculations) to be able to generate custom made reports based on analysis required or
new trends to be done by end users.
4.
Identify possible data anomalies by applying various filter permutations on source
system data. The anomaly results could be actioned by a number of resolutions e.g.
data clean-up exercises on source system databases or data verification before clean up
and corrections on source systems.
5.
Upload latest and historical source systems data. Energy consumption measures in
MV90 system, Maximo/ Small World data Sub/Feeder/Trfr data, CNL data and CC&B
sales consumption measured for PP and Postpaid customers all uploaded into BI
6.
Display all current and historical meter and/ or feeder statuses allowing user to filter on
various status selections and modify current month statuses as per business rules and
rename meters where necessarily
7.
Map all related Substations, Switching stations, Feeders with STATS meters or Stat
meter clusters per OU hierarchy (including functionality to cluster/uncluster meters)
8.
Link/ Map unallocated CDU sales to relevant Network
9.
Need to be able to adjust the energy delivered KWh upwards or downwards

10. The default technical losses are currently 10% and applied across all feeders balanced
unless a calculated technical loss % is available it will be applied to the specified feeder.
The new technical loss will become the feeder new default going forward. Changes
should be able as and when required
11. Calculate the balancing results for each mapped network configuration including
Customer consumption, Energy delivered, Adjustments, CDU mapping and technical
losses
12. Display non-technical losses and technical losses per OU with a breakdown option to
view the losses per OU, Zone, Sector, CNC, Substation/ Switching station and Meter.
Also, have a consolidated view of National energy losses broken down to nine OU’s
hierarchy.
