Tenders are hereby invited from capable and experienced tenderers with a CIDB rating of 8 CE or Higher for the Construction of new water infrastructure in the Ehlanzeni District. The scope of works consists of the construction of a Concrete Reservoir, Elevated Steel tank, Pipelines and Booster Pump Station within Nkomazi Local Municipality boundaries.

IT IS COMPULSORY that service providers download a copy of the TENDER document that will ONLY be available as from TuesDAY, 07 JULY 2020 on eTender Publication Portal website: www.etenders.gov.za, free of charge.

Duly completed tender documents and supporting documents which are, COMPANY REGISTRATION CERTIFICATE, CERTIED ID COPIES OF BUSINESS OWNERS, CSD SUMMARY REPORT AND SARS PIN, COPY OF CERTIFIED B-BBEE CERTIFICATE OR SWORN AFFIDAVIT together with the tender document must submitted via the email address [email protected] and clearly marked:Tender No: EDM/01/2020-21: Sibange Regional Water Scheme Phase 2, Concrete Reservoir, Elevated Steel Tank, Pipelines and Booster Pump Station on 5 August 2020, before 12:00 on the closing date. Tenders submitted after the closing date and time will be considered to be late and will not be accepted.

The tender comprises of local content and production for designated sectors such as locally produced or locally manufactured Valves Products and Actuators (70%) and Steel Products (100%) and prospective service providers are required by law to complete the MBD 4 (Declaration of interest) and MBD 6.2 with its Templates - Annex C, D and E (Local production), failure to complete the documents will lead to automatic disqualification as the bid will be considered non-responsive.

Bidders are in terms of the MFMA: Municipal Supply Chain Regulations required to sub-contract a minimum of 30% of the contract value to the categories of service providers stated in 4.1 (d) of the tender data.

Tenderers should make sure that they comply with all the requirements of clause 5.13 of the tender data and. Failure to do so will render the tender offer non-responsive, and failure to fully complete the documents will lead to automatic disqualification as the bid will be considered non-responsive.

There will be no compulsory clarification meeting. Bidders must arrange with the Project Manager for a site visit at least one week before the closing date and time.

Only tenders submitted via the e-mail address provided only will be accepted. Tenders received by telegram, fax or e-mail will not be considered.  Late tenders shall not be accepted nor considered.

A preferential point system shall apply whereby this contract will be allocated to a tenderer in accordance with the Preferential Procurement Policy Framework Act, no. 5 of 2000 and as defined in the conditions of tender in the tender document, read in conjunction with the Supply Chain Management Policy of Ehlanzeni District Municipality. The bid will be evaluated for responsiveness to determine compliance with mandatory documents, 100 points for functionality and bidders must obtain at least 70 points to be evaluated further. The last stage of the evaluation process is in in terms of the 90/10 points scoring system where 90 points will be allocated in respect of price and 10 points in respect to B-BBEE status level of contribution.

The following email submission procedures or protocols should be adhered to ensure safe and secure submission of the tender documents and supporting documents;

  1. The tender document, including the supporting or returnable documents should be submitted via email on PDF format.
  2. If the PDF tender document, including the supporting or returnable documents is less than 20 Megabytes (MB), it should be submitted as one document.
  3. If the electronic bid document is more than 20MB, the electronic tender document should be split in order to adhered to the 20MB email capacity.

The public opening and recording of received tender procedures in line with the Municipal Supply Chain Regulations would be maintained on a virtual portal, as follows;

  1. The public opening and recording of bids shall be conducted on a ZOOM portal virtual connection.
  2. A link will be sent via e-mail to all bidders that submitted tenders electronically with clear instructions on how to connect to the ZOOM portal.
  3. Bidders must ensure that all devices intended for use during the virtualization session are compatible to the ZOOM portal connectivity.
  4. The ZOOM virtual session for the public opening and recording of the tender documents received electronically shall take place on Friday, 07 August 2020 at 10H00.
