Special Conditions:
All bids to be submitted with required supporting documents, i.e. Certified BBBEE Certificate / Sworn Affidavit, Valid Tax Clearance Certificate and must be registered on CSD.
No compulsory site briefing will be conducted due to COVID 19 regulations. Should there be any enquiries, such must be directed to: SCM related enquiries to [email protected], [email protected] and Technical Enquiries to the queries must reach the Department by end of business, Friday 05 June 2020 to enable the Department to respond to all the queries by 09 June 2020.
Where copies of original documentation are submitted, those copies must be certified and must not be copies of certified copies. Original certification should not be older than three (3) months. Failure to comply with this requirement shall invalidate the bid submitted.
Quotations will be evaluated as per PPPFA Regulations, 2017,
Only tenderers who meet the following prequalification criteria may respond: -
(i) BBBEE Level 1-4 (as per the provisions of section 4(1) (a) of the PPPFA Regulations, 2017); and
(ii) EME or QSE (as per the provisions of section 4(1) (b) of the PPPFA Regulations, 2017)

Financial Institution or evidence of access to any legal funding instrument must be submitted together with quotations.
Department reserves a right not to award more than 2 (two) tenders to one services provider. Where a service provider has been recommended for award in more than 2 (two) tender, they will not be considered for award in other tender even if they score the highest points.
Department is not obliged to appoint the cheapest tenderer and reserves a right not to accept any submission and to re-advertise or to reject any tender if it so wishes. Services providers will be adjudicated in terms of the Supply Management Policy using the prescribed point system based on the Preferential Point System Policy Framework Act, Act 5 of 2005 and its preferential procurement regulations 2017, as well as the Broad Based Black Economic Empowerment, Act 53 of 2003.
All information required in the bid document must be accurate and duly completed Including all the appropriate signatures. The Department reserves the right to verify all information submitted.
Non-compliance with the above shall result in elimination from further processes.
No late quotations will be accepted after a closing date and time.
