Briefing Session

A compulsory clarification meeting for all Bidders will be held on 29 September 2020 at 11:00, at the Recreation Ground (Sport Stadion) in Voortrekker Street, OUDTSHOORN. Covid regulations will be applicable and only one representative per company will be allowed to attend. Masks must to be worn at all times and social distancing be adhered to. No more than 50 attendees will be allowed to be present at the meeting. If more than 50 attendees intend to attend,

 a second clarification meeting will be held shortly after the first meeting. Bid documents will only be available after the site clarification meeting.

 

Special Conditions:

Tenders shall be evaluated in terms of the Infrastructure Procurement and Delivery Management Policy

Tenderers may claim preference points in terms of the 80/20 principle per their B-BBEE status level of contribution

Preferential Procurement Regulations, 2017- Local Content Requirement

Valve Products – 70%, Structural Steel – 100%, PVC – 100%

HDPE – 100%, Steel pipe fittings and specials (Galvanized, Lined and Coated) = 80%

CIDB Registration Required

Anticipated 4CE or Higher. PE contractor gradings will be allowed to price 20% above their designated CIDB gradings.

Company Experience Required

Two projects similar in nature with a value exceeding R 2m completed in the past ten (10) years

Contract Manager & Construction Manager (Site Agent) Experience Required

Three projects similar in nature with a value exceeding R 1.5 m completed in the past ten (10) years

Formal tenders sealed and clearly marked “TD0 01/09/2020 OUDTSHOORN: UPGRADING OF INTERNAL WATER AND SEWER RETICULATION NETWORK’’ must be placed in the Municipal tender box, Supply Chain Management Unit, 26 Church Street, Oudtshoorn no later than 12h00 on 20 October 2020 and will be opened in public immediately thereafter.

AVAILABILITY OF TENDER DOCUMENTS:

Tender Documents will NOT be available electronically.  Tender documents must be reserved no less than 24 hours from the date and time of the site meeting.

Bid documents will only be available from the time and date of the site clarification meeting. Documents must be booked and paid for in advance to be collected during the clarification meeting. Documents must be booked and paid for 48hours before the meeting in order for the documents to be available for collection during the meeting. After the site clarification meeting, documents can be retrieved from Ms. Colleen Du Plessis, Supply Chain Management, Church Street 26, OUDTSHOORN.

Proof of payment must be provided in order to retrieve a tender document. Payment can be made at SCM unit or the funds can be transferred via EFT:

  1. Tenders are to be completed in accordance with the conditions and Tender rules contained in the Tender document.
  2. The Tender Document & supporting documents must be placed in a sealed envelope and externally endorsed WITH: THE TENDER NUMBER; DESCRIPTION & CLOSING DATE OF THE TENDER.
  3. Tender Documents must be placed in the Municipal tender box, Supply Chain Management Unit, 26 Church Street, Oudtshoorn no later than 12h00 on 20 October 2020 and will be opened in public immediately after tending closing.
  4. Tenders may only be submitted on the Tender documentation issued by the Municipality.
  5. The Oudtshoorn Municipality does not bind itself to accept the lowest or any tender and reserves the right to accept any tender, as it may deem expedient.
  6. Tenderers who are not yet registered are required to register on the Municipality’s Accredited Supplier Database (CSD). Application forms are obtainable from the website https://secure.csd.gov.za.
  7. Tenderers will be required to have a specified level of experience to be eligible to tender.
