Tenders are hereby invited from Contractors with a CIDB grading of 5 CE or higher for the construction of a pedestrian bridge over the R328 in Brandwag. The project entails the construction of a 41.3m long pedestrian bridge comprising of two jack spans of 12.35m and a main span of 16.6m. The deck is an ordinary reinforced concrete deck with varying depth T-shaped deck. Only Contractors with relevant experience in the construction of reinforced concrete bridges or other reinforced concrete structures in the past 5 years will qualify for this tender. Contractors to use local labourers according to the EPWP method and regulations. The contractor to sub-contract a specified portion of the contract to a local EME/QSE Contractor in the Mossel Bay Municipal area. This is a multi-year project.

If bidders wish to reserve a tender document and to make arrangements for collection thereof, it must be done not later than 12h00 on Monday 15 June 2019 from Mrs Liezel Small from RHDHV at [email protected]. Documents will only be handed to prospective bidders who produce a receipt for the payment and who reserved a tender document.

A non-compulsory online briefing meeting will take place at 11h00 on Thursday, 18 June 2020 via Microsoft Teams.

Bidders who will attend the online briefing meeting via Microsoft Teams must send their details (Company Name, e-mail address and cell phone number, contact person) to [email protected] before 10h00 on the day of the briefing meeting. Only bidders that indicated attendance will be invited to the arranged Teams meeting.

Fully completed tender documents must be placed in a sealed envelope and placed in the tender box on the Lower Ground floor (seaside) at the Mossel Bay Municipality Main Building, 101 Marsh Street, Mossel Bay by not later than 12h00 on Friday, 10 July 2020 or be mailed to reach the Tender Box, Mossel Bay Municipality, PO Box 25, Mossel Bay, 6500 before the specified closing date and time. The envelopes must be endorsed clearly with the number, title and closing date of the tender as above.

The tender is subject to functionality criteria.

Bids will be pre-evaluated on the following functionality criteria and bids that score less than 85 out of 120 points will be considered as non-responsive:

Functionality criteria and weight:

1. Similar Experience (or JV) carrying a weight of 30 points.

2. References related to similar experience carrying a weight of 30 points.

3. Key Site Staff and Personnel carrying a weight of 30 points.

4. Plant/Equipment/tools/Machinery carrying a weight of maximum 30 points.

This tender is subject to Regulation 8 “Local Production and Content” of the Preferential Procurement Policy Framework Act, 2017: Preferential Procurement Regulations, 2017 submitting of MBD 6.2 is compulsory. Please note that Steel value-added products, Steel lighting poles, Fasteners bolt, nuts & washers, Streetlight brackets, Fabricated structural Steel, Fasteners, Low voltage (Electrical Cables), Medium & high voltage (Electrical Cables) and Office Furniture for Construction have been designated with a minimum of 100% for local content and production.

1. The exchange rate to be used for the calculation of local production and content must be the exchange rate published by the South African Reserve Bank (SARB) at 12:00 on Friday, 5 June 2020.

2. Only the South African Bureau of Standards (SANS) approved technical specification number SATS 1286:2011 must be used to calculate local content.

Responsive bids will then be evaluated on the 80/20 or 90/10 Preference Points system as prescribed by the Preferential Procurement Regulations, 2017.

Receipts will be issued on request only for tenders handed in during office hours from Mondays to Fridays. Receipts will not be issued for tenders placed in the tender box after hours or which are received by mail.

The tender box will be emptied just after 12:00 on the closing date as above, hereafter all bids will be opened in public. Late tenders or tenders submitted by e-mail or fax will under no circumstances be accepted.

The Municipality reserves the right to withdraw any invitation to tender and/or to re-advertise or to reject any tender or to accept a part of it. The Municipality does not bind itself to accepting the lowest tender or award a contract to the bidder scoring the highest number of points.

It is expected of all Bidders who are not yet registered on the Central Supplier Database to register without delay on the prescribed form. The Municipality reserves the right not to award tenders to Bidders who are not registered on the Database.
