TDR15/2019: REPLACEMENT OF SEWER PIPELINES BETWEEN MOSSEL BAY AND HARTENBOS
Tenders are hereby invited from Contractors with a CIDB grading of 3CE or higher for the Replacement of sewer pipelines between Mossel Bay an Hartenbos. The project entails the construction of a reinforced concrete sewer pump station, a +-110m sewer rising main, alterations to existing services and associated minor civil works. Only Contractors with relevant experience in the
construction of sewer and/or water pump stations will be able to tender. This is a multi-year project.
A set of fully completed tender documents must be submitted on the original documents and remain valid for 90 days after the closing date of the tender. Enquiries about the tender can be addressed to Mr Deon de Jager of Royal HaskoningDHV at telephone (044) 8020600 or email at [email protected].
A compulsory site and information meeting will take place at 11h00 on Wednesday, 18 March 2020 at the Directorate: Infrastructure Services, George Road, Mossel Bay.
A set of tender documents can be obtained at a non-refundable cost of R579 including VAT. Payments must be made at the cashiers at the Mossel Bay Municipality’s Main Building, 101 Marsh Street on the Lower Ground Floor (seaside) prior to collecting the tender document. Tender documents can be obtained at the compulsory site and information meeting or afterwards from the offices of Royal HaskoningDHV at Suite 101, Bloemhof Building, 65 York Street, George. Documents will only be handed to prospective bidders who produce a receipt for the payment of the tender document. Tender documents must be reserved from Mrs Liezel Small from RHDHV at [email protected] not later than 12h00 on Monday 16 March 2020.
PLEASE ENSURE THAT ALL PARTNERS OF A JOINT VENTURE ARE CIDB REGISTERED AND ATTEND THIS COMPULSORY MEETING. FAILURE TO ATTEND THE MEETING WILL RESULT IN THE BID BEING NONRESPONSIVE.
Please note: The Municipality prefer that Senior Company Staff members or Contract Managers attend the compulsory site meeting as the Scope of Works, the Design and the Tender Specifications will be discussed in detail along with the Execution phase expectations and possible amendments. It remains the Bidder’s responsibility to familiarise themselves with and fully understand the tender specifications to be able to submit a responsive tender.
Prospective bidders that arrive 15 (fifteen) minutes or more after the advertised time the meeting started will not be allowed to attend the meeting or to sign the attendance register. If a prospective bidder is delayed, he/she must inform the contact person before the meeting commence and will only be allowed to attend the meeting if the chairperson of the meeting, as well as all the other bidders attending the meeting, give permission to do so.
Fully completed tender documents must be placed in a sealed envelope and placed in the tender box on the Lower Ground floor (seaside) at the Mossel Bay Municipality Main Building, 101 Marsh Street, Mossel Bay by not later than 12h00 on Friday, 03 April 2020 or be mailed to reach the Tender Box, Mossel Bay Municipality, PO Box 25, Mossel Bay, 6500 before the specified closing date and time. The envelopes must be endorsed clearly with the number, title and closing date
of the tender as above.
Bids will be pre-evaluated on the following functionality criteria and bids that score less than 75 out of 100 points will be considered as non-responsive:
Functionality criteria and weight:
1. Similar experience of Company (or JV) carrying a weight of maximum 30 points.
2. References Related to similar experience carrying a weight of maximum 15 points.
3. Key Site Staff & Personnel carrying a weight of maximum 30 points.
4. Plant, Equipment, Tools & Machinery carrying a weight of maximum 25 points.
This tender is subject to Regulation 8 “Local Production and Content” of the Preferential Procurement Policy Framework Act, 2017: Preferential Procurement Regulations, 2017 submitting of MBD 6.2 is compulsory.
Please note that Steel Products and Components for Construction (100%), Plastic Pipes (100%), Valve Products and Actuators (70%) and Pumps (MV) Motors and Associated Accessories (70%) have been designated with a minimum percentage for local content and production as indicated.
1. The exchange rate to be used for the calculation of local production and content must be the exchange rate published by the South African Reserve Bank (SARB) at 12:00 on Friday, 06 March 2020.
2. Only the South African Bureau of Standards (SANS) approved technical specification number SATS 1286:2011 must be used to calculate local content.
Responsive bids will then be evaluated on the 80/20 or 90/10 Preference Points system as prescribed by the Preferential Procurement Regulations, 2017.
Receipts will be issued on request only for tenders handed in during office hours from Mondays to Fridays. Receipts will not be issued for tenders placed in the tender box after hours or which are received by mail.
The tender box will be emptied just after 12:00 on the closing date as above, hereafter all bids will be opened in public. Late tenders or tenders submitted by e-mail or fax will under no circumstances be accepted.
The Municipality reserves the right to withdraw any invitation to tender and/or to re-advertise or to reject any tender or to accept a part of it. The Municipality does not bind itself to accepting the lowest tender or award a contract to the bidder scoring the highest number of points.
It is expected of all Bidders who are not yet registered on the Central Supplier Database to register without delay on the prescribed form. The Municipality reserves the right not to award tenders to Bidders who are not registered on the Database.
