Objectives

The primary objective of this tender is to appoint a qualified service provider to develop, update, and implement an Enterprise Architecture (EA) for the Public Service Sector Education and Training Authority (PSETA). The EA will serve to establish a reliable, comprehensive framework that supports interoperability, data synchronization, and effective use of information systems to enhance governance, decision-making, and efficiency within the PSET system. Additionally, the service provider will produce a realistic roadmap, detailed implementation plan, and mitigation strategies to guide the transition and integration processes.

Scope

The scope of the project includes:

• Performing a comprehensive assessment of PSETA’s current technology, processes, people, and information systems, focusing on governance, business processes, and change management.
• Developing a new or updated Enterprise Architecture aligned with business directives, including defining a PSETA-specific architecture framework and principles.
• Identifying stakeholders, creating the Architecture Vision, and obtaining necessary approvals.
• Developing Baseline and Target Business Architectures, including gap analysis.
• Designing Information Systems Architecture, including Data and Application Architectures, with gap analysis.
• Mapping Technology Architecture, including application components and hardware/software platforms, with gap analysis.
• Delivering comprehensive documentation and artifacts in accordance with best practices, notably TOGAF.
• Providing a detailed implementation roadmap, project plan, and risk mitigation strategies.
• Executing activities at PSETA Head Office in Hillcrest, Pretoria.

Technical Requirements

The technical requirements for the project include:

• Adherence to TOGAF standards for architecture development and documentation.
• Development of a PSETA-specific architecture framework and principles.
• Creation of Baseline and Target architectures for Business, Data, Application, and Technology domains.
• Conducting gap analyses between Baseline and Target architectures.
• Stakeholder engagement and approval processes.
• Provision of comprehensive documentation, including architecture diagrams, models, and reports.
• Development of a realistic, detailed, and costed implementation roadmap and mitigation plan.
• Expertise in enterprise architecture tools, methodologies, and best practices.

Skills and Experience Requirements

The service provider must demonstrate:

• Proven expertise in enterprise architecture development, preferably with TOGAF certification.
• Experience in developing enterprise architectures within government or public sector entities.
• Strong understanding of governance, business process analysis, and change management.
• Capability to conduct maturity assessments, gap analyses, and develop strategic roadmaps.
• Qualified and certified team members, including a team leader with extensive experience (preferably over 10 years) in ICT reviews and enterprise architecture projects.
• Experience in stakeholder engagement, obtaining approvals, and managing project deliverables within specified timelines.
• Ability to produce comprehensive documentation, including architecture models, reports, and implementation plans.
• Demonstrated track record of similar projects, with references and contactable clients.
