Special Conditions:

Bidders must note that certain works under this Bid may only be constructed using labour-based construction methods and must limit the utilization of their permanently employed personnel to Key Personnel. All other personnel and labourers must be recruited locally.

Bidders must be registered with the Construction Industry Development Board (CIDB) in a contractor grading designation determined in accordance with the sum tendered for a 4 CE class of construction work. Enterprises who have a 3 CE PE grading may not submit bids.

Offices of the Lesedi Local Municipality, 1 HF Verwoerd St, Heidelberg, as from 11 December 2019. Tender documents can also be downloaded for free on the E-Tender portal (www.etenders.gov.za).

A non -compulsory briefing session will be held at 11:00am on Thursday, 12th December 2019. Prospective bidders are requested to meet on the said date and time at Infrastructure Services Boardroom, Municipal Building, c/o HF Verwoerd and Du Preez Street, Heidelberg, 1441.

Closing date: 14 January 2020 at 12h00

Bids are to be completed in accordance with the conditions and bid rules contained in the bid documents and supporting documents must be sealed and externally endorsed with the CONTRACT NUMBER and DESCRIPTION and placed in the Tender Box, at the Supply Chain Management Department, Municipal Building, c/o HF Verwoerd and Du Preez Street, Heidelberg, not later than 12:00pm on Tuesday, 14 January 2020. Bids will be opened immediately thereafter, in public, in the Infrastructure Services Boardroom, at the above-mentioned address.  All bids shall be valid for 90 days as from the closing date of bids.

Bids which are not received and/or deposited in the specified bid box before 12:00pm on the closing date for the bid mentioned hereinbefore, will be marked as late bids and such bids shall in terms of the SCM Policy of Lesedi Local Municipality, not be considered by the Council as valid bids.

Bidder’s attention is specifically drawn to the provisions of the rules which are included in the bid documents. The Lesedi Local Municipality (LLM) reserves the right not to award to the lowest priced proposal, it normally awards the contract to the bidder who proves to be fully capable of handling the contract and whose proposal is technically acceptable, has meaningful empowerment credentials and/or is financially advantageous to the Lesedi Local Municipality. Bids completed in pencil will be regarded as invalid bids.

Only bidders who score 75 points or more for Functionality will be further evaluated on Price and B-BBEE.

The bid is expected to be below R50 Million and therefore the 80/20 preference procurement point system will apply and preference will be given to bidders who are able to demonstrate the following:

  1. Price                                                     80 points
  2. B-BBEE Status Level of Contribution             20 points.

All service providers must submit their B-BBEE Verification Certificate from Verification Agencies accredited by the South African National Accreditation Systems (SANAS) or a Registered Auditor approved by the Independent Regulatory Board of Auditors (IRBA) or an Accounting Officer as contemplated in the Close Corporation Act (CCA) in order to claim preference points.

It is a condition of bid that the taxes of the successful bidder must be in order, or that satisfactory arrangements have been made with South African Revenue Service (SARS) to meet the bidder’s tax obligations.  Additionally, no contract shall be concluded with any bidder, whose municipal rates and taxes and service charges are in arrears. All bidders must ensure that they are registered on the National Treasury Central Supplier Database via the following link: [email protected]. No business will be conducted with any person who is not registered on this database.
