Special Conditions:CSD report (not older than 3 months), certified copies of ID’s for all directors of the company, statement of municipal rates and taxes for both company and directors appearing in the CK (not older than 3 months)/ letter from traditional authority not older than 3 months for the company and directors/ lease agreement (attach 3 months proof of payment for lease/statement from lessor not older than 3 months), valid Tax Clearance or Tax pin; certified or original B-BBEE certificate SANAS accredited (combined BBBEE Certificate SANAS accreditation if Joint Venture)/ Sworn affidavit; three years reviewed or audited financial statements; signed Joint Venture Agreements; proof of relevant company work experience (attach relevant Appointment letter and completion certificate); key personnel (attach certified copies of qualifications and CV); proof of plant and equipment (attach certified e-Natis papers) or lease agreement (attach lease agreement and certified e-Natis papers of the lessor); all alterations/ cancellations must be initialised; bill of quantity (BOQ) completed in full; proof of CIDB registration; all pages of the bid document must be initialised; bid document must be printed using colour coding mentioned in the table of contents.

Bidders must sanitise/ wear gloves when preparing their bid document. Completed bid documents with supporting documents must be wrapped in a sealed envelope and deposited into the bid box at Greater Tzaneen Municipality, Civic Centre, Agatha Street, marked as Bid No: SCMU 18/2020; postal address and contact details of the bidder.

Bidders must note that briefing session and public opening of the bid will NOT take place. 

EVALUATION OF BIDS

N.B: The evaluation of bid will be conducted in two stages. First stage will be the assessment of functionality as follows: Company Work experience (relevant experience in the past 5 years): 50 Points; Key personnel: 20 points; Plant & Equipment: 30 points; only bidders that obtain 70 points will be evaluated further in terms of 80/20 Preference point scoring system, where 80 points will be allocated for price only and 20 points will be allocated based on the Broad Based Black Economic Empowerment (B-BBEE) status level of contributor.
