Tender documents will be available at a non-refundable deposit of R450 each (no cash accepted at meeting) at the compulsory tender meeting as well as thereafter at Neil Lyners and Associates, 149 Park Road, GEORGE, 6529, Tel nr 0448870223, e-mail:[email protected]. Documents will only be available if tenderers booked their tender documents and provided proof of payment in advance 2 days before the tender meeting.
Payments should be made beforehand and confirmation of payment provided at the meeting. Physical Address: BID No KHM T001/11/2019 must be placed in the tender box at the Karoo Hoogland Municipality, Supply Chain Management Unit/Front Entrance, 7 Mulder Street, WILLISTON, 8920 by no later than 12:00 on 6 December 2019. Tenders will be opened on the same day in the Committee Room at 12:15. Late or unmarked tenders will not be considered. No posted tenders or tenders per fax or e-mail will be accepted. Please ensure to complete the submission register at the Tender box. The submission register must be completed on behalf of the tendering company and not the details of courier companies.
Briefing Session
A compulsory tender meeting with representative of the employer will take place at the Karoo Hoogland Municipality Boardroom, Herbst Street, WILLISTON, on Friday, 22 November 2019, 11:00. No tenderer will be allowed to join the meeting after it started at 11:00
Special Conditions:
It is estimated that the Tenderers should have a CIDB contractor grading designation of 5CE or higher. A prerequisite of the 75% exist for Functionality, in order to be further evaluated. Tenderers will have to confirm similar experience in the construction of roads in order to be eligible to tender.
The tender consists of the upgrading of Streets and Stormwater in Williston. The scope of works entails minor earthworks, layer works, interlocking concrete pavers precast kerbing/channels and in-situ channeling.
Tenders will be evaluated and adjudicated in terms of the PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT, 2000: PREFERENTIAL PROCUREMENT REGULATIONS, 2017 AND the Karoo Hoogland Municipality’s Supply Chain Management Policy, where 80 points will be scored for price and 20 points for B-BBEE status.
The Municipality reserves the right to withdraw any invitation to tender and/or re-advertise or to reject any tender or to accept a part of it. The Municipality is not bound to accept the lowest or any tender. If after 90 days no appointment has been made by the Municipality, the tender is cancelled automatically.
Important note: a valid original tax clearance certificate or tax compliance status verification pin and certified copies of directors and owners identities must be submitted with the documentation. All tenderers that take part in the tender must be registered on the Central Suppliers Database (CSD). Most recent CSD registration reports must be submitted. A current certified BBBEE status level certificate must be submitted in order to claim preference points. Should there be any non-disclosure of conflict of interest; the contract will be deemed null and void.
