Objectives

The primary objective of this tender is to procure Project Controls Services to support various projects at Koeberg Nuclear Power Station (KNPS). The services aim to ensure effective project management, cost control, documentation, planning, scheduling, quality assurance, and safety management across multiple project disciplines. The overarching goal is to facilitate the safe, efficient, and compliant delivery of projects within the nuclear environment, adhering to regulatory and safety standards.

Scope

The scope of work encompasses five key disciplines, which may be tendered for individually or in combination:

• Construction Safety, Health (including hygiene), and Environmental (SHE) management, inspections, monitoring, and audits.
• Documentation and records management, project administration, and related services throughout the project lifecycle.
• Planning and scheduling services for various projects.
• Quantity surveying, cost engineering, and cost control services.
• Quality assurance management services to support project lifecycle activities.

Suppliers may submit proposals for all disciplines or select specific ones, with contracts awarded either per scope or for the whole scope of work. Multiple suppliers may be awarded contracts for different disciplines or combinations thereof.

Technical Requirements

The technical requirements include, but are not limited to:

• Demonstration of capacity and capability to deliver services in accordance with staffing requirements, including submission of CVs for key roles aligned with the scope.
• Experience in projects similar in complexity and safety-critical environments, such as large-scale power generation, oil & gas, petrochemical, or high-risk industrial facilities.
• Provision of tailored method statements addressing specific scope requirements; generic statements are insufficient.
• Compliance with objective criteria, including mandatory submission of designated sector PPE and CIDB skills development goals.
• Adherence to insurance requirements, with clarification sought on minimum cover levels.
• Submission of detailed staffing estimates, including personnel numbers and projected job creation in South Africa, aligned with Reconstruction and Development Programme (RDP) goals.
• Provision of electronic documents in PDF format (max 50MB per file, total 900MB) and supporting Excel files for price lists.
• Access to project management tools such as Primavera and LAN for planning and documentation, subject to Eskom’s IT security policies.
• Submission of CVs for key roles, with at least four CVs per designated position, demonstrating relevant qualifications and experience.
• Clear articulation of resource planning, contingency measures, and conflict of interest management, especially for Task Orders.
• Commitment to timely communication and early warning of risks to delivery.
• Adherence to procurement policies, including B-BBEE scoring and preference points as per PPPFA framework.

Additional technical considerations include the need for suppliers to demonstrate experience in highly regulated, safety-critical environments, and to provide evidence of compliance with contractual and legislative requirements.
