Objectives

The primary objective of this tender is to solicit bids from qualified suppliers to provide medical supplies and services to Stellenbosch Municipality. The aim is to ensure the procurement of quality medical products that meet regulatory standards, support municipal health initiatives, and comply with applicable procurement policies.

Scope

The scope encompasses the supply and delivery of various medical items, including first aid kits, dressings, gloves, spill kits, and related medical equipment. It also involves providing references of previous similar contracts, ensuring compliance with technical specifications, and adhering to the municipality’s procurement and legal requirements. The scope extends to fulfilling the technical specifications, submitting necessary documentation, and complying with all bidding procedures outlined in the tender documents.

Technical Requirements

• Product Specifications: All medical supplies must meet the detailed specifications provided, including contents of first aid kits, dressings, gloves, and spill kits, with specified quantities and quality standards.
• Compliance: Suppliers must demonstrate compliance with relevant health, safety, and quality standards, including providing proof of previous similar contracts and references.
• Documentation: Submission of original sworn affidavits, B-BBEE certificates or sworn affidavits, municipal service declarations, and proof of tax compliance (PIN, CSD number, TCS certificate).
• Pricing: All prices must be firm, inclusive of VAT and other applicable taxes, and detailed in the pricing schedule.
• References & Experience: At least one written reference letter from previous clients for similar goods/services must be included.
• Legal and Regulatory Compliance: Bidders must declare their past supply chain management practices, confirm independence in bid submission, and disclose any conflicts of interest or involvement with persons in service of the state.
• Evaluation Criteria: Bids will be evaluated based on responsiveness, technical compliance, value for money, capability, and adherence to procurement policies, including B-BBEE status and local supplier status.
• Additional Conditions: Bidders must agree to the municipality’s rights to accept or reject bids, impose sanctions for poor performance, and cancel orders if delivery deadlines are not met.
