Objectives

The primary objective of this tender is to inspect, provide inspection reports, and carry out repair and/or replacement of components within the Electrostatic Precipitators (ESP) plant at Kriel Power Station. The work aims to ensure the continued operational efficiency and compliance of the ESPs with environmental emission standards, specifically meeting the Atmospheric Emission Licence (AEL) limits of 125 mg/Nm³ and the upcoming requirement of 100 mg/Nm³ by 2025. The contract covers maintenance activities during planned and unplanned outages over a period of five years, with an emphasis on preventive maintenance to avoid plant failures and ensure legal compliance.

Scope

The scope of work includes:

• Inspections of the ESP plant and components
• Provision of detailed inspection reports
• Repair and/or replacement of damaged or unsuitable components within the ESP, including rotatable and non-rotatable parts
• Commissioning of repaired or replaced components during outages
• Carrying out scheduled preventive maintenance activities
• Work to be performed during both planned and unplanned outages across units 1 to 6 over five years

The scope also encompasses activities related to the refurbishment of the ESP plant to maintain compliance with environmental standards and operational reliability.

Technical Requirements

The technical requirements for the tender include:

• Mandatory Evaluation Criteria: Must meet essential technical and management system standards, such as valid certification for welding (SANAS/SABS), and demonstrate capability through verifiable completion of similar works within the past five years.
• Qualitative Evaluation Criteria: The tender must score at least 80% based on criteria including:
• Proof of completed refurbishment or maintenance works on ESP or similar mechanical plant, with verifiable certificates and contact details
• Technical experience and qualifications of team members (e.g., welders, boiler makers, mechanical fitters, riggers), certified within the last three months
• Method statements for removal and installation activities, including safety and quality considerations
• Development of detailed project plans with a 60-day duration for mechanical refurbishment
• Implementation of a Quality Control Plan (QCP) with intervention points such as hold and witness points
• Evaluation Team Responsibilities: The Technical Evaluation Team (TET) will assess compliance with technical criteria, qualifications, and method statements, ensuring all safety and quality standards are met before awarding the contract.

The technical requirements emphasize competence in plant maintenance, adherence to safety protocols, quality assurance, and proven experience in similar projects to ensure the ESP plant's operational and environmental compliance over the contract period.
