Objectives

The primary objective of this tender is the replacement of asbestos cement (AC) pipes with uPVC pipes and the refurbishment of the Water Treatment Works (WTW) in Komatipoort. The project aims to address issues caused by aging asbestos pipes, such as frequent breakages, water outages, and high operational costs. The refurbishment of the WTW is intended to restore and enhance the plant's capacity to produce safe drinking water, ensuring efficient water management for Nkomazi Local Municipality.

Scope

The scope of work includes:

• Replacement of approximately 21.3 km of AC pipes with various sizes of uPVC pipes (75mm, 110mm, 160mm, 200mm, 250mm), including installation of valves, meters, and hydrants.
• Refurbishment of the Komatipoort Water Treatment Works, covering:
• Raw water abstraction works at the Komati River, including installation of pumps, fibre grids, and control panels.
• Emergency raw water abstraction at the Crocodile River, including pump installation and electrical works.
• Inlet works such as flocculation, pre-chlorination, and chemical dosing systems.
• Sedimentation and filtration tanks, including installation of lamella plates, sludge valves, and backwash systems.
• Chlorination and disinfection systems, including gas systems, safety equipment, and control panels.
• Construction of new buildings (guard houses, chlorination house) and renovation of existing structures.
• Structural, electrical, mechanical, and civil works necessary for the refurbishment.
• Provision of all associated civil, mechanical, electrical, and building works as detailed in the tender documentation.

Technical Requirements

The technical requirements encompass:

• Pipe Replacement: Installation of approximately 21.3 km of uPVC pipes with specified diameters, including valves, meters, fire hydrants, and associated fittings, in accordance with SANS 1200 standards.
• Water Treatment Works Refurbishment: Comprehensive upgrade of raw water abstraction, treatment processes, and associated infrastructure, including:
• Installation of raw water pumps, fibre grids, and control systems.
• Refurbishment of sedimentation and filtration tanks with lamella plates, sludge valves, and backwash systems.
• Implementation of chlorination and disinfection systems with gas handling and safety measures.
• Construction and renovation of buildings, including guard houses and chlorination facilities.
• Electrical and mechanical installations, including MCC panels, pumps, valves, and instrumentation.
• Compliance: All works must adhere to relevant standards (SANS 1200 series, SABS specifications), safety, environmental, and quality requirements.
• Experience: Tenderers must demonstrate relevant experience in similar water infrastructure projects, with a minimum of five (5) years for the main contractor and key personnel.
• Documentation: Submission of certified copies of company registration, CIDB grading (minimum Grade 3), tax compliance, and relevant project references.
• Project Management: Adequate key personnel with specified qualifications and experience, detailed project methodology, and resource planning.
• Quality Assurance: Implementation of quality control measures, testing, and commissioning in accordance with specified standards.
• Safety and Environmental: Compliance with SHE standards, including safety plans, risk assessments, and environmental management plans.
