Project Title

The Provision of a Multi-disciplinary Built Environment Professional Team for the Construction of the New Ground Support Equipment Workshops at Cape Town International Airport for a Period of 36 Months.

Objectives

The primary objective is to appoint a professional team to design, manage, and oversee the construction of new ground support equipment workshops at Cape Town International Airport, ensuring compliance with all relevant standards, safety, environmental, and statutory requirements over a 36-month period.

Scope of Work

• Design, develop, and finalize architectural, structural, civil, electrical, mechanical, fire, and environmental services for the new workshops.
• Prepare detailed construction and procurement documentation, including specifications, drawings, and tender documentation.
• Manage the procurement process, including tender evaluation and contractor appointment.
• Administer and supervise construction activities, ensuring quality, safety, and compliance with standards.
• Coordinate with all professional consultants, contractors, and stakeholders throughout all project stages.
• Manage project close-out, including final inspections, handover, and operational documentation.

Technical Requirements

The technical requirements encompass the following key disciplines and services:

• Project Management Services: Appoint a qualified Project Manager (Pr. CPM) with relevant experience, responsible for overall project delivery, coordination, and administration.
• Architectural Services: Appoint a registered SACAP architect with experience in large-scale industrial/building projects, responsible for design, documentation, and compliance.
• Quantity Surveying Services: Engage a registered SACQSP Quantity Surveyor for cost estimation, tender evaluation, and financial management.
• Structural Engineering: Appoint a registered structural engineer or technologist for design and supervision of structural works.
• Electrical & Electronic Engineering: Engage qualified electrical engineers for power, lighting, and electrical systems design and supervision.
• Mechanical & Fire Engineering: Appoint specialists for HVAC, fire safety, and mechanical systems design and supervision.
• Environmental Control: Appoint a qualified Environmental Control Officer (ECO) to monitor environmental impacts, manage pollution, waste, and compliance with environmental legislation.
• Construction Safety: Implement a Construction Health & Safety plan, appoint a SACPCMP-registered Construction Safety Officer, and ensure compliance with all safety regulations.
• Other Services: Additional services include specialist surveys, environmental assessments, and any other services as required for project success.

Environmental & Safety Requirements

• Strict adherence to ACSA’s Environmental Policy and safety standards.
• Implementation of environmental management plans, pollution control, waste management, and pollution clean-up costs borne by the contractor.
• Compliance with Occupational Health & Safety Act 85 of 1993 and related regulations, including hazard identification, risk assessments, safety training, and emergency procedures.
• Provision of PPE, safety signage, fire prevention measures, and safe access/egress protocols.
• Regular safety audits, incident reporting, and investigation procedures.
• Environmental monitoring, including noise, air quality, stormwater, and groundwater management.
• Specific requirements for working in airside environments, including security clearance, permits, and safety protocols.

Technical Standards & Compliance

• Design and construction must comply with ICAO standards, local building codes, and environmental legislation.
• All drawings and documentation are to be prepared in accordance with ACSA CAD standards and relevant statutory requirements.
• All project phases require formal approval, inspections, and certification, including safety, environmental, and statutory permits.
