Objectives

The primary objective of this tender is to appoint suitable service providers for media advertising, advertorials, media coordination, and branding materials over a period of 12 months. The successful bidder will be responsible for delivering integrated branding and media services, including the development of brand strategies, creation of branding collateral, and production of related materials to enhance the municipality's communication and branding efforts.

Scope

The scope of work encompasses:

• Development and refinement of the municipality's brand strategy
• Creation of brand collateral such as logos, banners, signage, and marketing materials
• Design and layout of publications, brochures, posters, and presentations
• Development of branding guidelines
• Production and installation of branding materials for events
• Internal branding and municipal asset branding

The service provider is expected to deliver these services over a 12-month period, ensuring consistent and effective media and branding outputs aligned with municipal objectives.

Technical Requirements

The technical requirements include:

• Compliance with the Municipal Bidding Documents (MBDs), including submission of all relevant forms and certificates
• Provision of a valid Tax Clearance Certificate and CSD registration
• Adherence to the Preferential Procurement Regulations and demonstration of empowerment and local content goals
• Experience and qualifications of key personnel, including roles such as Account Director, Media Buyer/Planner, Creative Director, Graphic Designer, Finance Manager, and Writer, with specified minimum qualifications and experience levels
• Implementation of chain management regulations and adherence to procurement policies
• Provision of detailed project plans, timelines, and deliverables for branding and media activities
• Compliance with the General Conditions of Contract (GCC) including provisions for performance security, inspections, warranties, and dispute resolution
• Submission of firm pricing schedules with all costs inclusive of taxes and delivery charges
• Provision of necessary insurances, warranties, and quality assurance measures
• Demonstration of capacity to meet minimum requirements such as experience, key personnel expertise, and company registration

The successful bidder must also comply with all technical and legal standards specified in the tender documentation to ensure quality, accountability, and alignment with municipal goals.
