It is estimated that tenderers should have a cidb contractor grading of 8GB or higher.
Preferences are offered to tenderers who 8GB or Higher
Only tenderers who meet the following requirements will be eligible for this bid;
Proof of Central Supplier Database (CSD) registration
Copy of Consolidated CSD for Joint Venture parties
Proof of CIDB registration - Grade 8 GB or higher
•Valid Letter of Good standing i.e COIDA Certificate from DOL / RMA / FEM
Copy of the certified valid tax clearance with Tax Compliance Pin certificate (TCC)
Completion of SBD 1, 4, 6.1 in full
Completion of form of offer in the tender document in full
Completion of Bill of Quantities in full
Copy of the Joint venture agreement signed by both parties (where applicable including apportionment of the JV)
As part of the Tender Conditions the bid shall be subjected to 25% Subcontracting, in accordance with the CIDB Contractor
Participation Goals Guideline. Tenderers must sub-contract work to the following groups:

Public Liability Insurance Cover/ Letter of Intent specific to the project (R20m or above)
Proof of tender document purchase in the name of the bidding entity
Attendance of the Compulsory Site Briefing Meeting and originally signed and stamped briefing certificate
CV and Certified Qualifications for Professionally Registered Project / Construction Manager (SACPCMP)
Recent One Year Signed Annual Financial Statements
The contractor shall achieve in the performance of the contract the Contract Skills Development Goal (CSDG) established in the
Standard for Developing Skills through Infrastructure Contracts (published in GN 48491 of 28 April 2023)
Note: (i) Failure to submit any of the above documents / requirements shall result in immediate disqualification of the bid.
(ii) Failure to complete and sign any designated spaces in the bid document shall result in immediate disqualification of the bid.
(iii) If any of the Directors are listed on the Register of Defaulters ,it shall result in the disqualification of the bid
(iv) If any of the Directors are in the employment of the State, it shall result in the disqualification of the bid.
Only competent bidders who are competent in the advertised work and who have exceeded the minimum functionality threshold will be
evaluated on a 90/10 (Price / Specific goals) points based on the Treasury Regulations of 2022, where functionality will be evaluated as
follows:

Stage 2:
The 90/10 Preferential Point System will be applied, where 90 points will be allocated for price and 10 points for specific goals. In order
to Claim and be awarded points bidders must evidence that they belong to the targeted group specified.
The IDT Quantity Surveyor (QS) may where necessary conduct a risk assessment on all bidders who obtained a minimum threshold of
70% (i.e 70 points) in the functionality stage before the application of 90/10 pricing criteria. Bidders are requested to price each line item
of the Bills of Quantities (BOQ). Should the bidder be deemed too risky to complete the project based on the QS’s risk assessment
report, they will be eliminated and not be considered for 90/10 pricing points evaluation criteria.
Only bidders who obtain 70% (70 points) minimum functionality threshold will be evaluated further.

IDT’s office hours are 08h30 to 17h00 weekdays only. Documents may ONLY be collected from 10h00 to 15h00 excluding Lunch hours
which are between 13h00 to 14h00.
Collection of bid documents will commence on the 25 August 2025 at 10h00 and will close on the 28 August 2025 at 15h00.
Bidders must produce proof of payment when collecting bid documents.
A non-refundable bid deposit of R610.00 (Six Hundred and Ten Rands Only) payable in the bank account below by proof of deposit on
collection of tender documents, is required. The IDT will only accept VALID PROOF OF PAYMENT in the form of a BANK DEPOSIT
SLIP as an original as proof of direct payment into IDT bank account. No cash payment will be accepted.

A compulsory site briefing / clarification meeting will be held on Friday the 29 August 2025 at 11h00 on site, Emachunwini Traditional
Authority, Msinga in the uMzinyathi District Municipality in KwaZulu Natal. Site coordinates are 28°50'51.1"S 30°18'20.5"E
Note: Bidders are requested and encouraged to arrive 15 minutes or earlier before the commencement of the briefing session at 11h00.
No late arrivals will be allowed in the briefing meeting. (i.e, later than 11h15).

A compulsory clarification meeting with representitives of the Employer will take place at Emachunwini Traditional Authority, Msinga in
the uMzinyathi District Municipality in KwaZulu Natal. Site coordinates are 28°50'51.1"S 30°18'20.5"E on 29 August 2025 starting at
11h00.
The closing time for receipt of Tenders is 11h00 on Friday, September 19, 2025.
Late Tenders will not be accepted.
Tenders may only be submitted on the tender documentation that is issued.
