Objectives

The primary objective of this tender is to appoint a qualified service provider to perform grass cutting and bush clearing services at fourteen (14) government sites within the Sarah Baartman District. The service aims to ensure the sites are maintained in a tidy, safe, and environmentally compliant manner for a period of one (1) month.

Scope

The scope of work includes:

• Removal of rubble, debris, loose stones, rocks, and rubbish from designated sites.
• Leveling of sites where debris has been removed.
• Vegetation clearance including cutting grass to approximately 30mm, trimming hedges, shrubs, and small trees.
• Felling of trees with trunk girth from approximately 500mm up to 1,300mm, including drilling holes into stumps, pouring approved poison, and ensuring ground clearance.
• Grubbing up roots, filling, and leveling holes.
• Trimming trees and shrubs, including lawns and grass adjacent to fences, kerbs, and boundary lines.
• Carting away all cuttings, vegetation, and debris to the nearest municipal dump site.
• Ensuring sites are left tidy and notifying the inspectorate upon completion.

The sites are specifically listed with their locations and sizes, ranging from small plots to large areas, each requiring comprehensive vegetation and debris management as detailed in the specifications.

Technical Requirements

The technical requirements for the tender include:

• Provision of suitable equipment such as brush cutters, garden tractors, and machinery specific to each site’s needs.
• Adherence to occupational health and safety standards, including the development and implementation of a health and safety plan, hazard identification, risk assessments, and method statements.
• Compliance with environmental regulations, including disposal of waste at registered dump sites and proper handling of hazardous substances.
• Use of qualified and competent personnel trained in safety procedures, equipment operation, and site-specific hazards.
• Preparation and submission of a detailed health and safety plan, including hazard identification, incident reporting, emergency procedures, and site-specific safety measures.
• Regular inspections, record keeping, and reporting of incidents, near-misses, and non-conformances.
• Provision of personal protective equipment (PPE) to all workers, with proper signage and safety measures in place.
• Completion of all work within the specified contract period of one month, with adherence to delivery schedules and site-specific instructions.
