Objectives

The primary objective of this tender is to appoint a qualified service provider responsible for the supply, delivery, off-loading of chlorine gas, and collection of empty cylinders at various swimming pools within the City of Ekurhuleni (CoE). The service is to be provided on an as-and-when-required basis, with a maximum contract value of R750,000 or until 30 June 2026, whichever comes first. The aim is to ensure continuous provision of safe and hygienic swimming pool facilities by maintaining adequate chlorine levels through reliable gas supply and cylinder management.

Scope

The scope of work includes:

• Supply of liquid chlorine in steel cylinders (approximately 70kg and 925kg capacities).
• Delivery and off-loading of chlorine cylinders at designated swimming pools across the CoE.
• Collection and safe handling of empty cylinders post-use.
• Provision of emergency support services for chlorine leaks or related incidents.
• Provision of technical training to CoE operational staff on safe handling and maintenance of chlorine gas systems.
• Adherence to specified physical and chemical requirements of cylinders and chlorine quality standards.
• Compliance with relevant safety, health, and legislative regulations throughout the contract duration.

Technical Requirements

The technical specifications and requirements for the tender include:

1. Chlorine Gas and Cylinders

• Supply in steel cylinders containing approximately 70kg and 925kg of liquid chlorine.
• Cylinders must meet physical dimensions:
  • 70kg Cylinder: height 1050mm, shoulder height 800mm, diameter 325mm.
  • 925kg Cylinder: length 2135mm, diameter 77mm, designed for horizontal transport.
• Chlorine purity of at least 99.5% (Cl2), verified through SGS ISO 9001:2015 standards.

2. Delivery and Handling

• Delivery to designated swimming pools on specific days, aligned with operational hours (Tuesdays to Saturdays 10h00–18h00, Sundays/Public Holidays 14h00–18h00).
• Delivery in steel cylinders directly to each municipal facility.
• Collection of empty cylinders for safe handling and maintenance.

3. Emergency Support and Safety

• 24-hour emergency response services for chlorine leaks or incidents.
• Provision of emergency contact numbers including fire, police, and health departments.
• Development and annual testing of emergency response plans in collaboration with local authorities.

4. Training and Certification

• Provision of technical training to CoE staff (approximately 120 personnel) on safe handling, maintenance, troubleshooting, and safety procedures related to chlorine gas.
• Training to comply with Occupational Health and Safety Act regulations.

5. Documentation and Compliance

• Completion and submission of all required bid documents, including declarations, procurement forms, preference claim forms, and specifications.
• Proof of legal and tax compliance, including municipal accounts, B-BBEE certificates, and registration on the Central Supplier Database (CSD).
• Adherence to legislative requirements and bid rules, including anti-collusion and conflict of interest declarations.

6. Additional Technical Requirements

• Provision of necessary infrastructure, including ownership or lease agreements for delivery vehicles (minimum GVM 16000kg).
• Financial capacity demonstrated through bank statements or surety bonds (minimum R200,000).
• Staffing with qualified personnel, including drivers with valid licenses and dangerous goods certification.
• Previous experience in supply and delivery of hazardous chemicals, with references provided.
