Objectives

The primary objective of this tender is to lease municipal plots specifically for agricultural purposes, mainly livestock grazing. Scope

The scope includes:

• Leasing of four identified municipal plots (Plot 2, Plot 3, Plot 4, and Plot 10) suitable for livestock grazing, with specified land extents and rental fees.
• Bid submissions from interested private sector entities, with bids to be submitted on official documentation by a set deadline.
• The lease duration is five (5) years, strictly for agricultural activities, with conditions for approval of ancillary land uses and environmental considerations.
• Inspection rights for the municipality to ensure compliance during the lease period.
• Procedures for bid evaluation, award, and potential disqualification of non-compliant or falsified bids.

Technical Requirements

The technical requirements for bidders include:

• Submission of a completed and signed Certificate of Independent Bid Determination (MBD9).
• Compliance with the bid submission format and deadline, including marking envelopes clearly and depositing in the specified tender box.
• Provision of all compulsory returnable documents, including bid forms and supporting certifications.
• Adherence to the terms of lease, including:
• Use of land strictly for livestock grazing and agricultural activities.
• Approval for erecting structures or buildings, which must be authorized prior to construction; illegal structures will result in lease termination.
• Compliance with municipal and provincial traffic and land use regulations for entry and exit points.
• Installation of services at the lessee’s cost if required.
• Municipality’s right to conduct inspections at any time to ensure compliance.
• Environmental considerations: any activities impacting the environment require approval from relevant authorities.
• Financial capability to meet the rental fees and potential costs for services and infrastructure.
• Agreement to the lease terms, including duration, land use restrictions, and conditions for removal or ownership of structures post-lease.
