Objectives

The primary objective of this tender is to establish a comprehensive and compliant system for the management of health care risk waste (HCRW) within the Free State Department of Health. This includes the collection, transportation, treatment, and disposal of hazardous healthcare waste from various health facilities, ensuring environmental safety, public health protection, and adherence to legislative and safety standards. The tender aims to select qualified service providers capable of delivering safe, efficient, and compliant waste management services over a contract period of three years.

Scope

The scope encompasses:

• Collection, removal, treatment, and disposal of HCRW from provincial hospitals, clinics (fixed, mobile, dental), community health centers, mortuaries, EMS stations, medical depots, quarantine facilities, orthosis & prosthetics centers, university departments, and laundry facilities.
• Provision of all necessary plant, equipment, personnel, and know-how for safe waste handling.
• Supply and distribution of disposable containers, sharps containers, Speci-Can containers, liners, bins, and other waste management accessories.
• Establishment of waste collection points, tracking systems, and reporting mechanisms.
• Transportation of waste to approved treatment or disposal sites, including mobile clinics and ambulances.
• Implementation of waste treatment methods, including autoclaving, thermal, or non-combustion processes, in compliance with legislation.
• Management of residues and residues disposal in accordance with environmental standards.
• Provision of backup arrangements, safety measures, and compliance monitoring throughout the contract period.

Technical Requirements

The technical requirements include:

• Adherence to national and provincial legislation, including NEM: Waste Act, 2008, and relevant regulations.
• Provision of compliant waste containers, including sharps, Speci-Can, liners, bins, and racks, meeting SANS standards and international hazard labeling.
• Use of durable, leak-proof, puncture-resistant, and clearly marked containers with appropriate hazard signage.
• Supply of containers with secure lids, handles, nesting, stacking, and tamper-proof features.
• Implementation of electronic tracking systems with bar-coding or transponder technology for containers.
• Provision of calibrated weighing scales for waste measurement, with verification and calibration certificates.
• Establishment of waste collection points, schedules, and reporting systems, including monthly and annual reports.
• Use of approved transportation vehicles complying with safety and environmental standards, equipped with spill kits and emergency equipment.
• Implementation of waste treatment processes with validated efficacy, including autoclaving, thermal, or alternative technologies, with backup plans for outages.
• Proper residues management, including residues transport, treatment, and disposal in licensed facilities, with documentation and certificates.
• Provision of safety, health, and environmental management plans, including PPE, incident reporting, and staff training.
• Compliance with all statutory permits, licenses, and environmental assessments.

This comprehensive approach ensures safe, environmentally compliant, and efficient management of healthcare risk waste across all designated facilities within the contract period.
