Objectives

The primary objective of this tender is to appoint a panel of three qualified service providers to deliver media buying, media production, and marketing services to the Council for Geoscience (CGS) over a period of three years. The services aim to support CGS in enhancing its brand visibility, implementing integrated communication strategies, and promoting its mandate through various media and stakeholder engagement activities.

Scope

The scope encompasses the development and execution of an integrated communication and stakeholder relations plan, including:

• Refinement and implementation of the CGS's overall communication and stakeholder strategy.
• Design and delivery of integrated marketing campaigns (above the line, below the line, through the line).
• Media planning, buying, and placement across various channels such as print, digital, radio, television, and out-of-home.
• Digital marketing including content creation, social media management, online reputation management, and live streaming at events.
• Strategic public relations and event management, including media training, content development, and advocacy programs.
• Production of audio-visual content, including videos, podcasts, and documentaries.
• Research, monitoring, and evaluation of stakeholder perceptions and campaign effectiveness.
• Implementation of campaigns across all CGS offices and relevant platforms for a period of three years.

Technical Requirements

The technical requirements specify that the selected service providers must:

• Develop and implement an integrated communication and stakeholder engagement plan aligned with CGS’s strategic objectives.
• Provide comprehensive media planning, negotiation, and buying services to secure impactful and cost-effective media placements.
• Produce high-quality multimedia content, including videos, graphics, animations, and audio materials, suitable for various platforms.
• Manage digital marketing campaigns with continuous tracking, optimization, and reporting using relevant analytics tools.
• Ensure consistent messaging across all media channels and platforms.
• Conduct research and surveys to assess stakeholder perceptions and campaign impact, providing actionable insights.
• Offer strategic public relations services, including media training, content development, and event management.
• Provide on-site resources for CGS events, live streaming, and real-time digital updates.
• Propose innovative initiatives and partnerships to support CGS’s empowerment and transformation goals.
• Adhere to legislative frameworks, including tax compliance, BBBEE requirements, and procurement regulations.
• Conclude a formal Service Level Agreement with CGS, including performance indicators and reporting obligations.
