Objectives

The primary objective of this tender is to procure recycling services for the collection and recycling of cardboard, papers, and other recyclables at Dr Pixley Ka Isaka Seme Memorial Hospital over a period of 24 months. The service aims to promote waste management, infection prevention, and environmental sustainability by ensuring proper collection, handling, and disposal of recyclable materials, including confidential documents, in compliance with relevant policies and regulations.

Scope

The scope of the tender includes:

• Collection of recyclables such as cardboard boxes, papers, and other designated recyclables from specified waste areas within the hospital premises.
• Provision of recycling containers, paper recycler boxes, and paper bags for offices and storage.
• Adherence to hospital policies on waste management and infection control.
• Registration with the South African Waste Information System (SAWIS).
• Payment of monthly fees for collected recyclables and submission of proof of payment.
• Collection and secure disposal of confidential documents upon request, with certification of disposal.
• Maintenance of a clean waste yard and compliance with health and safety regulations.
• Provision of contingency plans for unforeseen circumstances such as labor unrest.
• Adherence to gate control procedures and site access protocols during collection activities.

Technical Requirements

The technical requirements for the recycling services include:

• Collection of recyclables between 7:30 a.m. and 4:00 p.m. on scheduled collection days, with a drafted Memorandum of Understanding (MOU) on collection schedules.
• Provision of suitable paper recycler boxes for all offices and paper bags for storage of white paper.
• Accurate weighing and rate setting for recyclables per kilogram for cardboard boxes, papers, and other recyclables.
• Registration with the South African Waste Information System (SAWIS) to ensure compliance with national waste management policies.
• Monthly payment for recyclables collected, with submission of proof of payment within the first week of each month.
• Secure collection and disposal of confidential documents, including issuance of a certificate of disposal.
• Maintaining a clutter-free waste yard and ensuring unobstructed access during collection times.
• Compliance with all health, safety, and security protocols, including gate control and site access procedures.
• Preparation of a contingency plan to address unforeseen disruptions such as labor unrest or other emergencies.
