Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver lifesaving services at beaches within the Cape Agulhas Municipality, specifically at Waenhuiskrans and Struisbaai. The successful bidder will be responsible for providing trained lifesaving personnel, necessary equipment, and ensuring safety standards are met to protect beachgoers during peak seasons and holidays.

Scope of Work

The scope includes:

• Provision of trained lifesavers registered with Lifesaving South Africa, holding current lifeguard and first aid certificates.
• Supply of uniforms, first aid kits, torpedo buoys, and other beach lifesaving equipment.
• Deployment of a minimum of two lifesavers at each site at all times, with additional personnel as needed.
• Operational coverage during festive seasons (December 10, 2025 – January 10, 2026), Easter holidays, school holidays, and other specified periods, from 09:00 to 18:00, with extended hours remunerated accordingly.
• Maintenance of equipment and facilities to ensure constant readiness.
• Record keeping of lifesaver fitness and adherence to safety protocols.
• Signing of indemnity forms and compliance with occupational health and safety regulations.

The services are expected to last up to 15 months, with specific periods outlined for different holiday seasons and operational requirements.

Technical Requirements

The technical specifications include:

• All lifesavers must be registered with Lifesaving South Africa and possess valid lifeguard and first aid certificates (Level 3).
• Supply of uniforms, first aid kits, torpedo buoys, and beach rescue equipment by the contractor.
• Deployment of at least two lifesavers per site at all times, with additional personnel as necessary.
• Operational hours from 09:00 to 18:00 during specified holiday periods, with remuneration for extended hours.
• Adherence to safety standards, including maintaining equipment in a constant state of readiness and keeping records of lifesaver fitness.
• Signing indemnity and occupational health and safety agreements.
• Provision of proof of registration with Lifesaving South Africa and relevant certifications.
• Compliance with all relevant health, safety, and legal requirements, including submission of necessary documentation such as municipal accounts, tax compliance certificates, and B-BBEE status certificates.
