Objectives

The primary objective of this tender is to appoint a qualified and accredited service provider to deliver physical security services at the KwaZulu-Natal Department of Economic Development, Tourism and Environmental Affairs (EDTEA), specifically at the Zululand District Office in Ulundi. The service aims to ensure the safety and security of personnel, assets, and information within the premises for a period of 36 months.

Scope

The scope of work includes:

• Provision of 24-hour security guarding services at the Zululand District Office in Ulundi.
• Management of security personnel including supervisors and guards, ensuring proper conduct, health, and registration with PSIRA.
• Implementation of security procedures such as patrols, access control, incident reporting, and management of security registers.
• Maintenance of security equipment including communication radios, patrol devices, and fire alarm systems.
• Monitoring and reporting on security status, including vehicle and visitor entry/exit logs, intrusion detection, and fire safety.
• Provision of necessary security infrastructure such as control rooms, communication systems, and firearms where applicable.
• Adherence to legislative and departmental security standards, including PSIRA registration, firearm licenses, and sectorial compliance.

Technical Requirements

The technical specifications for the service provider include:

• Registration and compliance with the Private Security Industry Regulatory Authority (PSIRA), including valid certificates for company and personnel.
• Provision of security personnel with appropriate PSIRA grades (Grade B and C), firearm competencies, and security clearances.
• Availability of trained supervisors and security guards, with minimum experience requirements and relevant qualifications.
• Provision of security equipment such as hand-held scanners, patrol devices, communication radios, and fire safety tools.
• Implementation of daily security routines including patrols, incident documentation, and shift handovers, recorded in occurrence books.
• Maintenance of vehicle and visitor entry/exit logs, with proper storage and confidentiality of records.
• Provision of emergency response capabilities, including reacting to alarms, intrusions, and fire incidents.
• Adherence to minimum physical security standards, including secure perimeter fencing, access control, and alarm systems.
• Regular reporting on security status, incidents, and compliance to the department’s security management.
• Provision of a comprehensive team structure with CVs of key personnel, demonstrating relevant experience and qualifications.
• Compliance with all legal, safety, and security standards as stipulated in the tender documentation and applicable legislation.
