Objectives

The primary objective of this tender is to engage a qualified security service provider to deliver comprehensive security management services at the East London District and Zwelitsha DoA Offices within the Amathole District. The services aim to ensure the safety and protection of departmental assets, personnel, buildings, and information, in compliance with relevant legislation such as the Private Security Industry Regulatory Act, Occupational Health and Safety Act, and Trespass Act. The contract duration is set for 36 months.

Scope

The scope encompasses providing security services at two specific sites: the East London District DoA Office and the Zwelitsha Office. Bidders may choose to quote for one or both sites. The scope includes:

• Patrolling premises and grounds
• Access control and screening of personnel, visitors, and vehicles
• Safeguarding assets and monitoring security breaches
• Personnel escort and general crime prevention measures
• Ensuring premises are secured after hours (lights off, doors/windows closed)
• Assisting during emergency preparedness and actual emergencies

The service provider must also ensure that security personnel are equipped with necessary tools and adhere to licensing and accreditation requirements, including PSIRA certification, firearm licenses, and liability insurance.

Technical Requirements

The technical specifications for the security services include:

• Provision of trained, trustworthy personnel with relevant experience and certifications
• Deployment of security officers in specified shifts with designated posts, including main entrances and perimeter patrols
• Availability of security equipment such as two-way radios, torches, batons, occurrence books, handcuffs, uniforms, name tags, pocket books, and firearms for armed guards
• Establishment of a fully functional local office within the Amathole District for each site, with proof of registration and accreditation
• Compliance with licensing, including PSIRA registration, firearm licenses, police clearance, and liability insurance of at least R2 million
• Adherence to minimum staffing levels, with provisions for potential adjustments based on departmental requirements
• Implementation of security procedures aligned with legislation and best practices, including emergency response and asset protection

Additionally, bidders must submit all required documentation, including company registration, tax compliance status, references, and proof of relevant experience, to qualify for evaluation and award.
