Objectives

The primary objective of this tender is to solicit quotations from qualified service providers to supply security and guarding services at the Overberg District Municipality’s depot in Caledon for the period from 1 to 31 October 2025.

Scope

The scope of work involves deploying security personnel at the specified municipal depot with the following details:

• Deployment of 2 Grade C security officers for patrol and security services from Monday to Friday, 16:00 to 08:00 (80 hours).
• Deployment of 2 Grade C security officers for weekend patrols from Saturday to Sunday (48 hours).
• Deployment of 2 Grade C security officers on Public Holidays for 24-hour shifts.

Shifts are structured as follows:

• Weeknight shift: Monday 16:00 to Saturday 08:00.
• Weekend shift: Saturday 08:00 to Monday 08:00.
• Public holiday shifts: 08:00 on the holiday to 08:00 the following day.
• Ad-hoc office closure shifts: 24-hour shifts to be scheduled as needed.

The service provider must ensure personnel are deployed on time, in proper attire, equipped appropriately, and conduct regular site inspections, reporting emergencies and illegal activities immediately. No subcontracting is permitted, and personnel must adhere to specified uniform, equipment, and registration requirements.

Technical Requirements

• Deployment of security officers as specified, with shifts aligned to the outlined schedule.
• Personnel must be registered with PSIRA, possess police clearance, and have a minimum Grade C security grading.
• Security personnel must wear full uniform, ID cards, and carry necessary equipment (truncheon, torch, communication device).
• Proof of Public Liability Insurance (minimum R5 million) must be submitted.
• Service provider must ensure personnel are paid at or above PSIRA salary rates.
• All personnel must be fluent in two of the three official Western Cape languages.
• Adherence to specified shift structures, reporting, inspection, and documentation protocols.

Skills Requirements

• Qualified security officers registered with PSIRA.
• Personnel with police clearance and no criminal record.
• Ability to deploy personnel punctually and maintain professional conduct.
• Effective communication skills in at least two official Western Cape languages.
• Competence in site inspection, emergency reporting, and adherence to security protocols.
• Capability to manage shifts, maintain logs, and supervise security staff on duty.
